THE ORGANIZATIONAL SETTING
The Regional Office serves the ICAO member States in assisting them in the development of comprehensive Regional Plans of the AirNavigation System and the implementation of these plans as well as the worldwide ICAO provisions and procedures. It sustainsextensive meeting activities, dissemination of information and encourages participation in ICAO air transport activities. It fosters theidentification and the implementation of adequate actions for the improvement of the safety and the efficiency of civil aviationoperations.The incumbent deals with all Air Traffic Management (ATM) and Search and Rescue (SAR) matters for the Western and CentralAfrican Region (WACAF). He/she works under the supervision of the Deputy Regional Director.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Promotes the implementation of the Aviation System Block Upgrades (ASBUs), the Regional Air Navigation Plan, ICAO Standardsand Recommended Practices (SARPs) and Procedures and related plans and policies, collaborating closely with Headquarters' stafffor all air navigation matters, and particularly with respect to the implementation of a performance-based approach to airnavigation services planning, achieving results such as:
- Coordinate Regional programmes with HQ activities on operational improvements so as to ensure coordinated planning;
- Follow up on States' responses to State Letters and surveys originating from the Regional Office and HQ in order to closecommunication loop and encourage action;
- Ensure coordinated processes between ATM and other air navigation fields within the Secretariat so as to minimize duplication,enable seamlessness in planning and ensure efficiency;
- Develop and coordinate proposals for amendments to Doc. 7030 in order to maintain the currency of the document.
Function 2 (incl. Expected results)
Implements the ICAO Regional Office Work Programme in the technical/operational field as directed, including preparation ofanalyses on technical/operational aspects of civil aviation, and preparation of working papers, reports, briefs, correspondence,etc, achieving results such as:
- Analyse States' needs and problems and propose solutions;
- In coordination with States, develop proposals for Special Implementation Projects (SIPs), workshops and complete follow up inorder to provide implementation support to States;
- Facilitate inter-State coordination for large scale programmes such as data link-related applications Automatic DependentSurveillance—Broadcast (ADS-B), Automatic Dependent Surveillance—Contracts (ADS-C), Controller-Pilot Data LinkCommunications (CPDLC), reduced separations, more effective Air Traffic Service (ATS) route networks, etc. so as to achievemeasurable progress.Function 3 (incl. Expected results)Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings, achieving results suchas:
- Arrange, ensure support and participate in seminars and workshops aimed at developing capacity or addressing specific challenges;
- Carry out coordinated amendment of regional planning documents so as to ensure validity and effectiveness of thedocumentation;
- Facilitate inter-State cooperation/coordination so as to create/improve harmonious working relationships;
- Organize, conduct and/or participate in seminars, workshops, meetings and training events on Air Traffic Management (ATM) and related matters to assist States and Territories to rectify safety deficiencies and enhance safety oversight systems.Function 4 (incl. Expected resu lts)Keeps abreast of current civil aviation developments, including relevant activities of other international organizations andindividual States, achieving results such as:
- Assist States in their efforts to implement SARPs and Regional Plans;
- Follow up on specific ATM recommendations and priority elements that are deficient and/or unimplemented;
- Provide pre- and post-audit assistance.

QUALIFICATIONS AND EXPERIENCE
Educational background
A first level university degree in an aviation-related discipline, in the field of air traffic management or related discipline, includingsearch and rescue, is required.Professional experience and knowledge
- Considerable experience (preferably ten years) as a qualified air traffic controller in progressively responsible positions, including an international environment.
- Substantial experience in the planning, implementation and operation of advanced air traffic management systems and procedures.
- A sound knowledge of the evolution of ICAO Communications, Navigation, and Surveillance Air Traffic Management (CNS/ATM)concept and the work in progress in ICAO relating to the ICAO CNS/ATM systems implementation.
- Familiarity with activities concerning ATM related research, development, trials and demonstration in progress in ICAO Regions.
- Good knowledge of information systems and extensive hands-on experience with personal computers and contemporary softwarefor all work functions.
- Knowledge of ICAO functions and its structure, particularly in the African regional civil aviation field, and familiarity with work ofother related international organizations.
- Proven ability to write clearly and concisely, and to present and articulate verbal reports, as well as initiative, judgment, thoroughness and the ability to maintain harmonious working relationships in a multicultural environment.
Language Skills
Fluent reading, writing and speaking abilities in French and English are essential. A working knowledge of a second language of theOrganization (Arabic, Chinese, Russian, or Spanish) is an asset.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary foran external candidate).ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to anyactivities or offices of the Organization within the duty station.ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants.
