The IRCs EPRU
The IRCs Emergency Preparedness and Response Unit (EPRU) leads or oversees IRCs global emergency preparedness and response activities. The mission of the EPRU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EPRU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services. The EPRU is also charged with enhancing the IRCs global and country level emergency preparedness capacity, including maintaining a Watchlist of high-risk countries.
SCOPE OF WORK:
The Political Analyst contributes to IRC’s preparation for emergency response by monitoring and reporting on countries which IRC management has deemed at high risk for a crisis. The analyst collects, collates, and disseminates open source information about the political, security, economic, social, and geographic situations in countries on IRC’s Watchlist. The job holder also quickly assembles profiles for any other countries after a crisis occurs.
Management uses the information to inform decisions about entry into new areas, and to brief teams that will be deployed there. The analyst’s work may also be used for program design and proposal development.
In addition to collecting external open source information, the incumbent will work closely with a wide range of IRC personnel. In particular, s/he will maintain relationships with key security staff in country, regional, and HQ offices.
RESPONSIBILITIES:
* Work with key IRC country, regional, and HQ personnel to monitor open source information on political, security, economic, and natural hazards in listed countries. Identify trends and flag changes that could lead to increases in humanitarian vulnerability and forced migration.
* Collect external open source information on Watchlist countries, sharing the information with key country, regional, and HQ personnel when appropriate.
* Prepare bi-weekly, written synopsis of the situation in Watchlist countries. Prepare other briefings for the EPRU Director and senior and executive management staff as required.
* Work with IRC security staff around the globe each morning to present the daily security briefing for senior management.
* Research and de ploy the most appropriate technologies and formats for presentation of information.
* Contribute to EPRU’s detailed preparedness and contingency plans for rapid entry into new countries, or the rapid expansion of emergency programming within existing IRC country programs.
* Mange the Watchlist library.
* Participate in EPRU workshops, annual and strategic planning exercises and relevant trainings.
* As requested by the Director EPRU participate in external workshops/symposiums related to high priority countries
REQUIREMENTS:
* 2 years experience in a similar position.
* Post-graduate degree in International Politics, International Relations, or Violence and Conflict studies.
* Excellent writing ability
* Knowledge of statistical systems and methodologies.
* Proven ability to maintain relationships with partners from different departments and at different levels of an organization.
* Proven abilities in researching, critically analyzing and consolidating data for presentation to management in both concise written and verbal form.
* Superior English writing skills, Arabic preferred, French advantageous.
* Previous experience in international humanitarian aid or development work advantageous
