The QED Group, LLC currently seeks a recruitment consultant for new business (proposal) recruiting with additional responsibilities at the project and HQ-level. Desired candidates should possess at least three (3) years’ knowledge and experience in international development recruiting for USAID programs with eight years (8) of overall recruitment experience. The final candidate will not only bring a network of contacts for effective sourcing, but will be skilled at all facets of recruiting - especially for competitive bids – including job requirement /basic qualifications development, sourcing, screening, interviewing, documentation gathering, offer negotiation, candidate closure and CV writing. Knowledge of applicant tracking systems a must as is the ability to lead staffing discussions at meetings.
Key Responsibilities:
- Conduct proposal-specific and proactive recruitment for personnel on new business activities in collaboration with proposal team/operations groups. Identify potential candidates through databases, contacts/networks, Internet, publications, and cold calls. Coordinate all proposal recruitment advertising.
- Contact potential candidates and communicate QED’s interests. Must be able to articulate proposal/project commitments; contract compliance on contingent hires; and accurate representation of QED’s personnel benefits.
- Help maintain recruitment database components to track skills, history and status of consultants; and to respond quickly to solicitations.
- Track receipt of recruitment documentation from subcontractors and individuals and distribute to relevant parties. Communicate clearly with proposal teams / hiring managers on personnel strengths / weaknesses, availability, salary and benefit requirements and other pertinent candidate information.
- Review resumes with proposal teams to select suitable candidates for QED and its subcontractors. Upon selection, begin the process of preparing and collecting formatted resumes, signed letters of commitment and AID 1420s. Conduct reference checks for potential nominees, particularly for long-term positions.
- Track recruitment (in Excel or a Word format) to help manage recruitments with proposal leads or hiring managers and for historical record of recruits and a source of future candidates.
- Prepare key personnel cameos and personnel skills matrices for technical proposal submissions when needed. Assist with production of final personnel/recruitment related documents in proposals.
Key Skills & Qualifications:
- At least three (3) years of recruitment experience for USAID proposals or USAID funded positions including Chiefs of Party, senior technical advisors, short-term consultants, and long and short-term CCN technical staff (other donor experience may substitute in part).
- At least eight (8) years of overall recruitment / HR experience.
- Strong oral and written communications skills.
- Must have a strong orientation to client satisfaction, an ability to foster productive team relationships, and an ability to work in a fast paced team environment.
- An advanced degree in international development, public health, social sciences or a subject relevant to international development desirable, but not required.
