The QED Group is seeking a Deputy Chief of Party for anticipated work on the three-year M&E Services project in conjunction with USAID/Tanzania. The goal of this project is to provide USAID/Tanzania substantive support with the collection of qualitative, quantitative, and analytical information to assist in assessing and evaluating the newly developed Country Development Cooperation Strategy’s (CDCS) development hypothesis through performance monitoring and reporting, annual evaluations of project achievements, and assessments of geographic or sectoral impacts across the Mission’s portfolio of projects in health, natural resource management, democracy & governance, and education. Please note that Tanzanian citizenship is required.
Duties and Responsibilities:
- Develop reports as needed for effective management and implementation of contract/task orders, as well as the provision of other technical assistance as needed.
- Oversee program implementation and logistics for all components of the program. Fulfill Chief of Party’s responsibilities in his/her absence, or when necessary.
- Collaborate with project Chief of Party to develop and execute services as called for under contract or applicable modifications.
- Be available as needed by the Chief of Party and/or appropriate officers at USAID/Tanzania for consultation meetings.
- Collaborate with other USAID implementing partners and stakeholders.
Key Qualifications:
- Tanzanian citizenship required;
- An advanced degree in a relevant discipline;
- A minimum of seven (7) years of experience in operations management and a broad range of technical skills, with previous experience as a Deputy Chief of Party or Operations Manager on a donor-funded project highly preferred;
- Outstanding management skills in a multicultural office setting and the ability to manage and work with all levels;
- Must be familiar with the operation of USAID and/or other international donor programs, particularly USAID’s procurement processes, financial management and reporting procedures, and grants management systems; experience working on USAID-funded programs highly preferred;
- Strong interpersonal and negotiation skills; ability to interact and collaborate with community-based organizations, host governments, and other stakeholders;
- Experience supervising projects in developing countries, including recruiting, training, and supervising local staff;
- Extensive experience in Tanzania, East Africa, or similar environment;
- Excellent English writing and editing skills.
