The QED Group is seeking a Capacity Building Specialist for anticipated work on the three-year M&E Services project in conjunction with USAID/Tanzania. The goal of this project is to provide USAID/Tanzania substantive support with the collection of qualitative, quantitative, and analytical information to assist in assessing and evaluating the newly developed Country Development Cooperation Strategy’s (CDCS) development hypothesis through performance monitoring and reporting, annual evaluations of project achievements, and assessments of geographic or sectoral impacts across the Mission’s portfolio of projects in health, natural resource management, democracy & governance, and education. Please note that Tanzanian citizenship is required.
Duties and Responsibilities:
The Capacity Building Specialist will be responsible for organizing and managing the implementation of all capacity building activities under Evaluate for Health for partner country government entities and institutions, local NGOs, and the USAID/Ghana HPNO team. S/he will work with the COR and other USAID technical staff to develop and perform the activities under these two components. The capacity building expert will lead the development of training related activities. This position will be based in Tanzania.
Key Qualifications:
- Tanzanian citizenship required;
- Master’s Degree (or foreign equivalent) in social sciences, adult education, or related field;
- A minimum of ten (10) years of progressive experience in designing and implementing capacity building projects; at least 5 of these years should be in Tanzania;
- A minimum of two (2) years of experience implementing monitoring and evaluation activities;
- A minimum of five (5) years of experience in leading teams;
- Excellent facilitation, interpersonal and team management skills;
- Experience working on USAID-funded programs and familiarity with USAID regulations highly preferred;
- Fluency in spoken and written English is required.
