Area Head of WB Compliance, East Africa

To ensure that Regulatory & compliance risks relating to Wholesale Bank (WB) within the designated Area are timely / proactively identified, assessed and mitigated/managed. Position is responsible to ensure that Wholesale Bank operates in compliance with Group & internal bank policies/guidelines and local regulatory requirements as well as applicable legal requirements. 

Key Roles & Responsibilities

Product and business advisory work

•Plays a full part in the identification of material regulatory and reputational risks in the WB businesses in the region.
•Collaborates pathologically with the Country Compliance teams in East Africa to deliver consolidated Compliance support.
•Anticipates and assesses key regulatory risk trends in WB for management consideration and helps drive the development and implementation of appropriate mitigation control measures.
•Be an expert in the local regulations in your Country of location. Develop a working knowledge of the local regulations in [Ghana/Tanzania & Uganda].
•Partners with MEPA (regional) WB Compliance colleagues covering OCC (Origination & Client Coverage) and the WB Product Partners (Financial Markets, Transaction Banking and Corporate Finance) to anticipate and assess regulatory risk trends as they relate to product.
•Undertakes continual assessment of regulatory risks associated with East Africa WB.
•Participates in the governance of [Southern/East/West] Africa WB.
•Assists in approving new products and new business initiatives, as they relate to East Africa WB.
•Assists East Africa WB business and other key support and control functions (including Country Compliance) with regulatory expertise as required, particularly with regard to regulatory inspections or investigations and embedding of new policies, procedures and processes. This does not necessarily mean that WB Compliance owns the responsibility to carry out those processes, which will lie with the Country Compliance/Business in line with Group operating models.
•Work on a global basis with the various regional and global compliance teams to ensure coordination and strategic implementation of compliance best practices for East Africa WB. 
•Partner with the relevant FCR (Financial Crime Risk) Officers to assist their role in ensuring that Sanctions and CDD (Client Due Diligence) processes are fully embedded and compliant within East Africa WB, particularly with respect to client onboarding.
•Attend the GM Global markets) & OCC BORCs (Business Operational Risk Committee) in your Country of location, and keep updated on relevant WB issues through close interaction with the Country WB Co-Heads, plus the Country Heads of TB (Transaction Banking) within your Area. 
Controls development and implementation
•Develops Compliance policies and procedures applicable to East Africa WB, particularly as they relate to existing or anticipated regulatory requirements.
•Assists in the development and enforcement of product standards and controls.
•Works collaboratively with the business, Country Compliance and Operational Risk in the LKCSA Local Key Control Self Assessment) and BKCSA (Business Key Control Self Assessment) process, including lending expertise to Country Compliance as they complete the Control Book, Compliance Monitoring Reviews, and other Country responsibilities. 
•Ensures appropriate documentation of controls and control decisions.

Training
•Actively participates in the delivery of a program of activities that educates and encourages business managers and staff to operate in compliance with relevant laws, regulations and policies, with particular focus on embedding the key concepts of Appropriateness & Suitability, Managing Conflicts of Interest, and Cross-border Compliance.
•Provides ad-hoc additional training as and when appropriate.
•Assists in the development of an effective internal business compliance culture by promoting the benefits of ethical business conduct and the benefits of compliance.
•Provides product-specific training to local specialists.
•Distributes knowledge on “lessons learned” across various jurisdictions to local teams.

Monitoring/reporting
•Develops and implements Compliance monitoring in conjunction with relevant stakeholders – local teams and/or WB Core Specialists. Works with MEPA WB Compliance and Country Compliance on the Compliance Monitoring Review programme.
•Prepares reports for WB Compliance management as necessary.
•Ensures timely escalation of incidents, control breaches to relevant stakeholders – senior management in WB Compliance, local Country Compliance management, the Control Room and other risk stakeholders

Partnership
•Builds and maintains relationships with relevant stakeholders in East Africa WB, local governance, in the L&C (Legal & Compliance) network, and in other support and risk functions.
•Becomes the main point of contact for WB Compliance with respect to East Africa. 

Qualifications & Skills

Technical Knowledge
•Possesses core technical knowledge in laws and regulations applicable to East Africa WB.
•Has a core grasp of WB processes, its operating model, and its key risks.
•Has a solid general understanding of the core activities of OCC and the three product partners, to be able to seek expert guidance from, or raise issues to, Regional/Global WB Compliance and Control Room colleagues as required. This will include a reasonable understanding of cross-border risks, FM (Financial Markets) risks related to Appropriateness & Suitability and a strong grasp of public/private and transactional conflicts issues.

University Degree with over 5 years experience in WB and legal/compliance/risk environment.

Compliance skills
•Core knowledge in risk identification, risk assessment, controls development, training, monitoring and reporting.
•Core experience, shown by demonstrable achievements in the above areas.

Analytical skills
•Core ability to analyse relevant laws and regulations and co-relate regulatory issues to products and business models.
•Core ability to identify and articulate compliance issues.
•Core problem solving and solution finding skills.
•Introductory ability to carry out data mining and trend analysis.

Communications and client management skills 
•Core presentation skills – one-to-one, small group, large group.
•Core teamwork skills.
•Core ability to ensure that relevant stakeholders receive relevant and timely information on developments in compliance or in the business, with the priority on ensuring “no surprises”.
•Core ability to use communications channels appropriate to the situation.
•Strong investigation and dispute resolution skills (particularly in responding to client complaints).
•Strong ability to lead discussions around complex problems with relevant stakeholders.
•Strong ability to drive the compliance agenda with senior business leaders.

Institutional knowledge
•Core knowledge of the system of internal controls that enables effective management of the affairs of the Group.
•Core knowledge of internal governance and management structures.
