Summary
MJ4All is a Netherlands based non-governmental organization that seeks to enhance the ‘access to rights’ for vulnerable groups in developing countries. It does so primarily by raising awareness about the need to be registered (e.g. birth, civil registration, property registration), by providing direct support (legal consults and arranging legal documents) to persons that have difficulties accessing the procedures; and by advocating for pro-poor policies and (simplified) procedures.
Currently, MJ4All coordinates programs in Serbia, Croatia, Argentina, Bolivia, Peru, Uganda, Kenya and Rwanda and is seeking to expand its Microjustice network. In Rwanda and Uganda, MJ4All has partnered with Microjustice Rwanda (MJR) for the implementation of a cross-border trade pilot project within the framework of the East African Community (EAC) as well as to set-up the regular Microjustice program.
Microjustice Rwanda (MJR) is a Rwandan organization, set up in 2011. With the growth of the project and the start of the Microjustice program, MJR is looking for an Assistant Operations Manager to support the Operations Manager and be able to take her stead in possible absence in the following areas of work: financial administration, human resource, office management and organizational activities that are needed to keep the Microjustice Rwanda activities and organization running smoothly.
Scope of Work
Financial
• Assists in achieving financial objectives by preparing annual project and organizational budgets; scheduling expenditures; analyzing variances; initiating corrective actions;
• Assists in keeping track of finances in a detailed and responsible manner;
• Assists in setting-up a professional accounting system;
• Assist in timely and quality final reporting for submission to MJR Program Manager and MJ4All Regional Coordinator East Africa (in accordance with reporting procedures);
• Assist on any other work related tofinancial aspects of both Microjustice Rwanda projects in cooperation with MJR staff and MJ4All consultants.
Human Resource
• Help maintains staff files and keep track of working hours, leave(various), appraisals, etc;
• Help MJR Program Manager keep track of staff Personal Development Plans and training schedules;
• Help set-up a professional HR system and develop a HR policy.
Office management
• Help maintain office operations and procedures; preparing payroll; controlling correspondence; designing filing systems; assist in supply requisitions; conducting clerical functions;
• Help maintains office efficiency by planning and implementing office systems, layouts, and equipment procurement;
• Help provides historical reference by defining procedures for retention, protection, retrieval, transfer, and disposal of records;
• Help designs and implement office policies by establishing standards and procedures; measuring results against standards; making necessary adjustments.
Organizational
• Help implement any other task as assigned by the Operations Manager and/or the Program Manager;
• Help organize legal trainings, workshops, visits and other activities: inviting guests; identifying and booking venues within budget; arranging accommodation if necessary; arranging catering; etc.
Qualifications
• 3 to 5 years work experience in financial administration, human resource and organizing events (workshops, conferences, seminars, etc);
• At minimum a BA in Public Administration, (Event) Management, Accounting,;
• Solid knowledge of Rwandan financial and tax requirements;
• Ability to work in a structured and detailed manner;
• Ability to work hard, keep deadlines and work under time pressure;
• Good interpersonal skills, honest, team-player, flexible attitude, result-oriented, problem-solver and creative-thinking abilities;
• Experience working with or in international and donor organizations;
• Fluency in spoken and written English, French and Kinyarwanda.
The position is a full-time position for a gross amount of 154980 RWF per month.
