Locally known as the Walter Reed Southern Highlands AIDS Program, the Henry Jackson Foundation Medical Research International (HJFMRI) is an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS. HJFMRI is funded by the Presidents Emergency Plan for AIDS Relief PEPFAR.
In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President's. Emergency Plans for AIDS Relief (PEPFAR). The program is based within the Mbeya Referral Hospital and has since extended to more than 100 health facilities inMbeya, Rukwa and Ruvuma regions, which collectively represent catchment area of about 6 million people. Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical

Position Overview
To manage relationships between the program implementing partners and stakeholders, identify and exploit opportunities for new partnership and to link the aims and interests of HJFMRI, Tanzania Government, Non-governmental organizations and communities so as to provide an effective Program implementation to HJFMRI partners that comply with HJFMRI.
Duties and Responsibilities:
Identify and develop new partnerships with partners and program stakeholders;
Manages WRP/HJFMRI relationships with both program implementing partners and Stake-holders;
Works with partners to develop effective processes e.g. information sharing, assessment, and referral processes;
Works with partners to improve and develop quality standards;
Ensures appropriate information is collected, records are kept and that reports in relation to partnerships are written as required;
Ensures that all Government Laws, Ministry of Health policies and HJFMRI/HJF rules and Regulations are observed;
Facilitates regular partnership meetings and support partners to achieve mutually determined objectives through in-house expertise, planning workshops, sharing of hard-bound and electronic resources, etc; Conducts semiannual reviews of Program Partnership with the Partners; Facilitates and or conduct annual monitoring exercises with implementing Partners to assess the performance on partnership outcomes as well as to receive partner feedback on the Support provided and program implementation.
Communicates with all umbrella organizations and all implementing partners on their roles and responsibilities;
Ensures information provided to clients and partners is accurate, up to date, comprehensive and consistent manner;
Gives periodic briefings / status updates to the Program and partners. Identifies areas where training/workshops for partners are required, mobilize necessary resources and execute;
Works with HJFMRI Program staff in creation and execution of trainings and workshops for treatment and outreach partners.
Networks with Local, Regional, Ministry of Health and other agencies,
NGOs etc for information sharing and learning from each other
Ensures the participation of Partners in program throughout the program implementation.
Qualifications:
Minimum of 8 - 10 years experience in partner management
Strong project management background
At least a Bachelor's degree in Business Administration or Management
Proven experience in building successful program partnerships
Experience of developing partner plans
Experience of working with Donors, NGOs and Government (MOH) Excellent written and verbal communications skills
Excellent interpersonal, organizational, networking and relationship building skills
Enthusiasm, flexibility and a proactive approach
Ability to act independently within agreed parameters
