Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Technical and Scientific Services is responsible for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics.

The Non-Destructive Assay Section consists of the Portable and Resident NDA Team and the Nuclear Security Team. The Section is responsible for the development, provision, testing and calibration of equipment and related data evaluation methodologies for non-destructive assay of radioactive and nuclear materials. In addition, the Section provides expertise, including field support, in the area of application of non-destructive assay to the Department of Safeguards and to the Office of Nuclear Security. The Section also coordinates the review, identification, evaluation and testing of emerging innovative technologies that have potential for future safeguards and nuclear security applications.

Main purpose

Reporting to the Section Head, the Technology Foresight Specialist will be assisted by another professional staff to provide expert service in organizing and implementing a systematic and structured technology watch in support of the Department's efforts aimed at improving the effectiveness and efficiency of the Agency's capabilities to operate novel, advanced and emerging technologies to verify the correctness and completeness of declarations provided by Member States with emphasis on measurement technologies supporting detection of undeclared materials, facilities and activities.

Role

The incumbent is: an expert advisor in technology foresight, identifying and evaluating technologies suitable to enhance IAEA technological capabilities; a project manager, coordinating the execution of the technology foresight function through internal or contracted activities and tasks under Member State Support Programmes; a communicator, who, internally, liaises with final users in the Divisions of Operation, safeguards concepts experts and technology specialists in other teams across the Department, and, externally, engages scientists and engineers in research institutes, established industrial suppliers and emerging companies; and a catalyst, identifying Departmental safeguards implementation needs for the use of technology in support of the detection and assessment of undeclared activities, initiating appropriate technological reviews, chandelling their result to scientific and engineering teams within the Department.

Partnerships

The incumbent establishes relationships with staff throughout the IAEA and with external organizations. She/he typically liaises with end-users to identify needs, assist in developing technical requirements, and assemble the necessary internal and, where necessary, external expertise, to evaluate technical options and to identify appropriate novel, advanced or emerging methods and technologies.

Additionally, the incumbent establishes relationships with government and private sector research & development organizations in response to specific safeguards needs, and reviews R&D work underway in scientific, engineering, academic and industrial sectors to identify suitable equipment in support of safeguards implementation, particularly for the detection of undeclared material and activities.

Functions / Key Results Expected

With reference to Departmental Strategic Objectives, and under the direction of her/his Section Head, the Technology Foresight Specialist will carry out the following major functions:
  • Implement a systematic technology foresight on technologies suitable to verify the correctness and completeness of declarations provided by Member States with emphasis on measurement technologies supporting detection of undeclared materials, facilities and activities;
  • Develop and write quality controlled technical documents, reporting the outcome of the technology foresight undertakings;
  • Recommend direction and develop roadmaps regarding needs for further research and development and the level of future support required;
  • Manage the Development and Implementation Project 'Improved Techniques and Instruments for the Detection of Undeclared Nuclear Material and Activities';
  • Establish biannual plans, organize tasks and manage the technology foresight work, continuously review effectiveness, establish priorities and strive for excellence in line with the IAEA's quality management and results based management approach;
  • Coordinate the technology foresight work of contributing experts and contract staff within the section and wider division;
  • Solicit and evaluate possible techniques that can be used to detect undeclared nuclear materials, facilities and activities (including undeclared, mining and milling, conversion, enrichment, fuel fabrication, reactor operation, heavy water production, reprocessing, hot cell operations, operations at nuclear R&D facilities and the development of explosive devices);
  • Keep abreast of methods and technologies under development in the R&D and industrial sectors, particularly those that may potentially provide effective and efficient solutions to safeguards implementation needs for undeclared activities;
  • Participate in conferences, workshops, field evaluations and equipment test activities as required; and
  • Manage the SGTS Scientific and Technical Panel supporting divisional review of technology evaluation and development work carried out within the division.

Knowledge, Skills and Abilities

Professional:
  • Demonstrated successful experience in systematic and structured technology foresight in the instrumentation area;
  • Experience in project management;
  • Demonstrated knowledge in detection and monitoring technologies, with particular understanding of the materials and processes used in the nuclear fuel cycle;
  • Broad knowledge of the nuclear industry; and
  • Knowledge of IAEA Safeguards implementation methods and requirements will be an asset.
Decision-Making:
  • Ability to interpret IAEA long and medium term strategic directions to ensure the availability of effective and efficient verification, detection and monitoring tools in support of emerging and future safeguards implementation;
  • Ability to review technical proposals from various sources and evaluate with respect to Departmental needs and priorities; and
  • Ability to perform precise analyses and make recommendations as to the feasibility, cost-effectiveness and appropriateness for effective detection and verification tools for inspection use.
Continuous Learning / Development:
  • Ability to acquire a deep understanding of the IAEA verification mandate and implementation mechanism; and
  • Ability to continuously expand knowledge of R&D activities conducted worldwide that may lead to more effective and efficient verification and detection technologies in support of safeguards implementation.

  • Ability to catalyse and integrate feedback from technology end users;
  • Ability to build effective teams, bringing together diverse backgrounds, skills and expertise in order to maximize innovation and goal achievement;

  • Ability to work well in a team and to perform the assigned tasks; and
  • Ability to communicate with experts and representatives of Member States from diverse backgrounds.

  • Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • Advanced university degree in engineering, nuclear science or physics.
  • At least seven years of professional experience at both national and international levels with technology watch in a broad context of instrumentation with emphasis on detection technologies, including Safeguards approaches, detection of undeclared activities, inspection and verification activities, design information verification, Safeguards verification technologies, data analysis, and technical report writing.
  • Demonstrated experience in strategic planning, operational planning, budgeting, allocation of resources and project management.
  • Fluency in written and spoken English is required. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) or German is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 858*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
