Organizational Setting |
The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The Division of Technical and Scientific Services is responsible for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics. The Non-Destructive Assay Section consists of the Portable and Resident NDA Team and the Nuclear Security Team. The Section is responsible for the development, provision, testing and calibration of equipment and related data evaluation methodologies for non-destructive assay of radioactive and nuclear materials. In addition, the Section provides expertise, including field support, in the area of application of non-destructive assay to the Department of Safeguards and to the Office of Nuclear Security. The Section also coordinates the review, identification, evaluation and testing of emerging innovative technologies that have potential for future safeguards and nuclear security applications. |
Main purpose |
Reporting to the Section Head, the Technology Foresight Specialist will be assisted by another professional staff to provide expert service in organizing and implementing a systematic and structured technology watch in support of the Department's efforts aimed at improving the effectiveness and efficiency of the Agency's capabilities to operate novel, advanced and emerging technologies to verify the correctness and completeness of declarations provided by Member States with emphasis on measurement technologies supporting detection of undeclared materials, facilities and activities. |
Role |
The incumbent is: an expert advisor in technology foresight, identifying and evaluating technologies suitable to enhance IAEA technological capabilities; a project manager, coordinating the execution of the technology foresight function through internal or contracted activities and tasks under Member State Support Programmes; a communicator, who, internally, liaises with final users in the Divisions of Operation, safeguards concepts experts and technology specialists in other teams across the Department, and, externally, engages scientists and engineers in research institutes, established industrial suppliers and emerging companies; and a catalyst, identifying Departmental safeguards implementation needs for the use of technology in support of the detection and assessment of undeclared activities, initiating appropriate technological reviews, chandelling their result to scientific and engineering teams within the Department. |
Partnerships |
The incumbent establishes relationships with staff throughout the IAEA and with external organizations. She/he typically liaises with end-users to identify needs, assist in developing technical requirements, and assemble the necessary internal and, where necessary, external expertise, to evaluate technical options and to identify appropriate novel, advanced or emerging methods and technologies. Additionally, the incumbent establishes relationships with government and private sector research & development organizations in response to specific safeguards needs, and reviews R&D work underway in scientific, engineering, academic and industrial sectors to identify suitable equipment in support of safeguards implementation, particularly for the detection of undeclared material and activities. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 858*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
