Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

The Nuclear Information Section (NIS) consists of the IAEA Library Unit, the INIS Unit and the Systems Development and Support Group. It foster the exchange of scientific and technical information on the peaceful use of nuclear science and technology; increases awareness in Member States of the importance of maintaining efficient and effective systems for managing such information; provides information services and support to Member States and to the IAEA; and assists with capacity building and training.

Main Purpose

Under the supervision of the Leader of the Systems Development and Support Group (SDSG), the Senior Information Systems Assistant contributes to the implementation and support of NIS information systems, aimed at improving business processes and meeting programme needs. He/she ensures high technical quality, efficiency and maintainability of delivered work and reliability of deployed applications.

Working Relationships

The Senior Information Systems Assistant works in close collaboration with NIS staff on IT matters, as well as with the Division of Information Technology in the Department of Management on systems and applications compliance. He/she assists staff in National INIS Centres in Member States with advice in the selection and use of software and hardware for standard NIS applications as well as answers queries from general public on specific NIS application. The incumbent provides technical support to in-house users of NIS products and services.

Functions / Key Results Expected

  • Maintain NIS information systems and applications, ensuring their smooth operations and compliance with IAEA IT standards; analyse the potential impact of new technologies on the existing information systems, recommend changes to be made and solutions to be developed and implement the agreed new solutions.
  • Specify user/system interfaces and processing rules, and translate logical designs into physical designs and computer code.
  • Monitor and analyse end-users' feedback, conceptualize business requirements and make recommendations on IT solutions to be developed and implemented.
  • Implement leading standards, methodologies and best practices related to NIS information management, document processing, and information products and services.
  • Provide training and presentations to INIS Liaison Officers and technical counterparts from Member States in the use NIS information systems.
  • Prepare relevant management and statistical reports on the efficiency and availability of NIS IT systems and applications.

Knowledge, Skills and Abilities

  • Excellent knowledge of and proven experience with information system management and IT technology. Demonstrable conceptual, analytical and evaluative skills and the ability to conduct independent research and analysis, identify and assess issues, formulate options and make conclusions and recommendations.
  • Disciplined, methodical approach to requirements analysis and system design.
  • Excellent knowledge of, and experience with bibliographic information managements systems and applications.
  • Ability to analyse and resolve problems that may arise and propose solutions and improvements to NIS operations.
  • Knowledge of, and experience with, NIS information processing systems would be an advantage.
  • Good knowledge of ITIL processes is desirable.
  • Excellent knowledge of modern IT software and hardware.
  • Proficiency in databases and Web management, data retrieval and document management (Livelink).
  • Practical experience with Windows client/server environments.
  • Ability to work effectively in a multicultural environment with sensitivity and respect for diversity and to interact with clients in a professional manner.
  • Customer/user orientation: ability to focus on customer/user needs and satisfaction.
  • Self-motivated team player, efficient, and resourceful.
  • Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking. Ability to manage a heavy workload under time pressure.

Education, Experience and Language Skills

  • Completed secondary education and post-secondary training/diploma in computer sciences.
  • Minimum of six years of relevant working experience providing IT support to users.
  • Thorough knowledge of, and experience with Google Search Appliance, XHTML, XML, .NET, Visual Studio 2010, web services, OAI-PMH and OScript (Livelink scripting language).
  • Experience in project management, including project planning, progress review and reporting. Prince2 certification and utilization would be an advantage.
  • Hands-on experience and good knowledge of desktop software and hardware, particularly of MS Windows.
  • English Language Test (Level 2) and English Typing Test (Level 2) to IAEA standard.
  • Fluency in spoken and written English. Working knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
