Technical Advisor (Public Administration Reform)

The Government of Burundi adopted, on April 25th, 2012, the National Program of the Public Administration Reform (Programme National de Réforme de l’Administration Publique - PNRA). The program aims at the development of a more professional, rational and dedicated public sector, capable of sustaining the national development efforts.

Public Administration Reform constitutes one of the main priority areas of support in the domain of governance for UNDP/Burundi. On the political level, the reform process is led by the Ministry of Civil Service, Labor and Social Security, while the Bureau for the Improvement of Public Administration Structures (Bureau pour l’Amélioration des Structures Publiques – Bureau ASAP) will ensure the technical implementation of the reform.

UNDP was entrusted by the designated national authority together with technical partners through the thematic group, with the responsibility of implementing the technical support of the reform. It is within this framework that the CO is recruiting a Technical Advisor whose role will mainly be to reinforce the technical and functional capacities of the Bureau ASAP and advise UNDP and the relevant Political authority on the matter of public reform, as well as to assist in resources mobilization for the implementation of the reform.

Under the overall guidance of the Deputy Country Director/Program (DCD/P) and direct follow up of the Chief of Governance and Rule of Law Unit (GRLU), the Technical Advisor will work in close collaboration with the Bureau ASAP, while providing high level advisory assistance to the Ministry of Civil Service, Labor and Social Security. He will also have to collaborate with UNDP programmatic and operational units and projects.

Duties and Responsibilities

Key functions :
  • Capacity Development of the Bureau ASAP for the reform implementation ; 
  • Providing high quality advisory services to the political authority on reform matters;
  • Advising UNDP on matters related to: reinforcing the public administration in general, resource mobilization for the implementation of the reform and ensuring the coordination of the PNRA project implementation.
Technical Support to the Bureau ASAP
  • Take stock of existing rules, regulations, procedures and structures within the public administration and propose corrective actions if necessary, in order to enhance the coordination and harmonization of the public work;
  • Conduct an exhaustive analysis of internal and external factors susceptible of hindering the implementation of conclusions of the 3 main reform studies (wages policy, performance management and professional reconversion strategies) and recommend mitigating actions;
  • Develop terms of reference or concept notes on the PNRA activities for their effective implementation;
  • Prepare an orientation note and propose a methodological approach and chronogram in order to facilitate and improve the follow up PNRA activities;
  • In collaboration with the Bureau ASAP, conduct a needs assessment for capacity development and prepare a training plan for the implementation of the PNRA ;
  • Support the Bureau ASAP and the National School of Administration in the development of partnerships for the training of service servants and newly recruited agents;
  • Provide strategic advice during negotiations with technical social partners involved in the reform ;
  • Prepare reports and other relevant documents on the reform implementation for the thematic and strategic groups. 
Advisory support to the Steering Authority
  • Provide advisory support to the steering authority on the administrative governance in general and on the public administration reform and change management in particular;
  • If requested, prepare technical notes for the government or donors ;
  • Produce concept, analytical or technical notes or any other documents to clarify fundamental aspects of the reform ;
  • Advise the relevant authority on forming strategic partnerships to support the reform and facilitate resource mobilization. 
Advisory support to UNDP on public administration reform, resource mobilization and the coordination of the PNRA project implementation
  • Contribute in the formulation of RBM documents, i.e. quarterly and annual plans and reports, or any other document in connection with the public administration reform;
  • Ensure the implementation of the PNRA project activities, focusing on results;
    Propose a resource mobilization strategy for the reform implementation and participate in the advocacy efforts to support it ;
  • Contribute to debates and discussions on this topic on the relevant knowledge networks and practitioners communities of UNDP or any other for a for the exchange and transfer of knowledge;
  • Give inputs in reports on AXE1 of the UNDAF;
  • Provide any other advisory support related to his/her domain of expertise, in the implementation the country program.

  • Successful implementation of the country program action plan in general, and of the PNRA project in particular;
  • The development of a more professional public administration, capable of sustaining the national development and economic growth;
  • Fostering the UNDP position as an effective technical partner in the domain of public administration.

Required Skills and Experience

Education:
  • Master’s degree in public administration, political sciences, International Relations or Law, Economics, Social Sciences or other relevant area. A PhD is considered an asset.
Experience:
  • Relevant experience of at least ten years (10) years with progressive responsibility in public administration capacity development;
  • Professional work experience of at least 4 years in public administration reform in African Countries ;
  • Knowledge and familiarity with the multi donor’s environment and their respective mandates will be an advantage;
  • Familiarity with the Burundian public administration context would be an asset;
  • Excellent writing, facilitation and presentation skills. Experience in the use of computers is required
  • Knowledge of UNDP capacity development methodology is mandatory.
Language(s):
  • Excellent writing and speaking skills in French and English.
