PROGRAM SUMMARY:
In Jonglei State, International Medical Corps provides primary health care and emergency services at the Akobo County Hospital with support from ECHO, CHF, BPRM, MoH/WB/IMA; and at the Pochalla Primary Health Care Center (PHCC) with support from BPRM, the Hickey Foundation, Jersey Overseas Aid Commission and the MoH/WB/IMA.
Jonglei State in South Sudan has been affected by inter-communal fighting, particularly between the Nuer and Murle ethnic groups, in recent years. Approximately 120,000 people (UNMISS and OCHA updates on January 22nd 2012) were displaced during the 2011-12 fighting, with severe disruption of access to basic services (health, nutrition, shelter, WASH and education) in the affected counties. Fighting in August 2011 resulted in 700 deaths across the state. Akobo County Hospital is the only secondary care facility in Akobo, serving a population of 157,000. The hospital has 62 beds, averages 346 in-patients per month, and provides around 3,482 outpatient consultations per month. The hospital also provides elective and emergency surgical procedures.
International Medical Corps will provide surge capacity by deploying additional human resources to reinforce health servicesat the Akobo Hospital and Pochalla PHCC, to ensure consistent access to quality emergency health care for people affected by communal violence.
JOB SUMMARY The primary responsibility of the Surgeon is to implement surgical services in Akobo Hospital. These include surgical inpatient and out-patient services.
ESSENTIAL JOB DUTIES/SCOPE OF WORK: (Essential functions, quality/quantity expected list of marginal duties and number of national/and or expat staff supervised)
• Will supervise the nursing assistants and follow up performance of tasks of all national staff working within the PHC facilities • Assist the medical coordinator in the setting up and running the maternal and child health routine activities • Regularly update medical coordinator and programme manager on drugs / medical supplies and ensure that medical orders are timely done • Monitor drug and medical supply stocks through monthly consumption and inventories, noting drugs and material expiring dates and submit the same to the medical coordinator in time • In collaboration with the medical coordinator will arrange for regular trainings and clinic staff meetings as required • Supervise the running of the pharmacy and ensure rational use of drugs as per the guidelines and laid down by the medical coordinator and programme manager • Organise the work shift schedule for staff working in both the in patient and outpatient facilities • Ensure proper follow up of patients within the PHCC and that the clinics are clean, orderly and equipment and supplies are moved and stored as per the laid guidelines. • Perform outreach activities as may be required. • Ensure that service statistics and all the required reports are properly collected from each department and submitted timely to the immediate supervisor • Participate in emergency preparedness, rapid assessments and eventual emergency responses in collaboration with the entire team
QUALIFICATIONS • Medical degree and post graduate degree in General Surgery • Minimum of five years of experience required • Experience in overseas programs – including management experience • Excellent communications skills, both oral and written English; Arabic skills a plus • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs; the ability to work with a broad spectrum of people • Resilient leader, able to inspire confidence in local and ex-pat staff in stressful situations • Innovative and adaptable to the limitations of a field hospital • Preferable • Previous surgical experience in a developing country
