Job Summary
DFID Tanzania – Human Development Innovation Fund – Social Sector Specialist(s)
Cardno Emerging Markets (UK) Ltd has recently submitted to DFID an Expression of Interest in being invited to tender for the services to manage the Human Development Innovation Fund (HDIF), which aims to drive and support innovative approaches to improving quality and sustainability of education, health and water & sanitation services in Tanzania.
HDIF will catalyse the development and testing of new models of service delivery, the use of new technologies, the involvement of new providers and the establishment of new partnerships, with a focus on the private sector and public-private partnerships. The Fund Management team will be responsible for the day-to-day operation of HDIF, including screening and scoring proposals, managing grants, ensuring effective financial oversight and reporting, supporting and monitoring projects and ensuring that projects are rigorously evaluated. Crucially, it will also bring understanding and experience of innovation and ‘innovation ecosystems’, in order to build the capacity of the Tanzania Commission for Science and Technology (COSTECH), strengthen the culture of innovation and use of science and technology in development, and ensure that findings and lessons learned are shared with government and other key stakeholders.

The start-up is tentatively scheduled for July/August 2013 for a duration of 5 years.
Key Responsibilities
Social Sector Specialist(s) – Short Term inputs:
- At least 5 years proven experience working with public, private and civil society actors in the social sector in one or more of the following fields: Education, Health and Water and Sanitation.
- A sound knowledge and awareness of networks and activities in the social sector basic services arena
- Good understanding of Public-Private Partnerships in the social sectors and of the process for leveraging private sector funds
- Experienced in the assessment of proposals for grant-funding for social sector innovation.
- Expert in providing technical support, advice and capacity building to private sector and civil society partners in education, health and water & sanitation sectors.
- Understanding of innovation and change processes and innovative technologies in the social sector
- Good understanding of gender issues and approaches
- Knowledge of DFID ethos and systems an advantage but not essential
- Experience and understanding of the Tanzanian context
