PATH's Vaccine Access and Delivery Global Program supports the integration of vaccines for public health impact and disease control in developing countries by focusing on activities that facilitate vaccine introduction and widespread use, such as determining disease burden, conducting clinical trials, establishing the health economics of vaccine use, raising awareness of disease burden and the impact of vaccination, increasing the availability of technologies through licensing and commercialization, and advocating for appropriate policies. In addition, the program implements activities that improve the accessibility of high-quality immunization services including training, supervision, health information systems, immunization safety, logistics and communication.

Vaccine Access and Delivery is currently recruiting for a Senior Immunisation Partnership and Communications (IPTC) Officer to support the Vaccine Implementation Technical Assistance Consortium (VITAC). VITAC partners include the Global Alliance for Vaccines and Immunisation (GAVI) Secretariat, WHO, UNICEF and a consortium of technical institutions led by PATH and funded by the GAVI alliance. The primary goal of VITAC is to support strengthened routine immunization, the accelerated introduction of new vaccines, including those against rotavirus and pneumoccocal disease, into the routine immunisation programs of GAVI-eligible countries. In addition, VITAC is building a platform for the accelerated introduction of future vaccines supported by GAVI, including those against human papilloma virus, typhoid, rubella and malaria.

The Senior Immunisation Partnership and Communication Officer will report to the Global Advocacy Officer in Geneva under the overall direction of the Director of Advocacy and Communications and work closely with PATH DRC country program leader, and in close collaboration with the in-country staff of GAVI Alliance partners, including WHO and UNICEF. 

Duties and responsibilities include:

  • Finalize the development of a landscape and stakeholder analysis of DRC in relation to optimizing GAVI support for vaccine introduction, implementation and health systems strengthening.
  • Develop and oversee the implementation of an advocacy and communication strategy for DRC that builds on the country landscape and stakeholder analysis, leverages field and technical expertise and builds upon existing vaccine advocacy endeavors in support of GAVI’s mission and optimal collaboration between country partners and mechanisms and GAVI.
  • Identify opportunities, priority events and platforms to reach target audiences and influencers in 2013 and 2014. 
  • Strengthen PATH’s role as a GAVI partner and thought leader in-country in close collaboration with WHO, UNICEF and the Ministry of Health as well as other key in-country stakeholders. 
  • Provide technical assistance to Expanded Programme for Immunization (EPI) staff in building partnerships, advocacy and communications capacity.  
  • Coordinate partnerships and networks with key stakeholders, including policymakers, multilateral and private sector institutions, NGOs, civil society, professional associations, academic, educational and research organizations, and others.
  • Contribute to the creation of proposals seeking funding to support vaccine-related in-country advocacy.
  • Manage and support projects and opportunities of PATH’s VITAC portfolio as needed and identified by the VITAC/VAD Director of Advocacy and Communications.
  • Provide regular evaluation reports to the GAVI Secretariat and to VITAC/VAD management.
Required Skills
  • Proven success developing and implementing national advocacy strategies to inform and/or influence health policies and program strengthening.
  • Proven success at networking, building relationships and managing partners, including government and multilateral organizations.
  • Excellent written and oral communication skills in French and English.
  • Adept at navigating a complex team environment.
  • Proven facilitation skills; training skills desirable.
  • Willingness and ability to travel.
Required Experience
Master's degree in social sciences, public health, international development or similar and seven years of work experience in policy and advocacy, ideally with multilateral institutions; may be an equivalent combination of education and experience. Experience in global health or development. Supervisory and partnership management experience.
