Background / General description:

The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people's lives by promoting private sector development through investment and advisory services. IFC's Sustainable Business Advisory (SBA) Business Line works primarily with firms in manufacturing, agribusiness, services, and infrastructure to contribute to the creation of inclusive, environmentally sustainable, and efficient markets. SBA works across three broad thematic areas: (i) environmental, social, governance and industry standards; (ii) clean energy and resource efficient solutions, and (iii) SME development and community investment. SBA also works with financial intermediaries interested in differentiating themselves through sustainability. MENA Clean Energy and Resource Efficiency (CE-REff) Program 

In response to the climate change challenges of the region, SBA Business Line in MENA is implementing a program to promote implementation and investment in efficient and clean energy practices/technologies. The overall objective of the CE-REff program is to contribute to the avoidance of GHG emissions of the region through (i) supporting the private sector to realize efficiency-lead savings in energy, water and materials, and (ii) increase investment flows into clean energy by demonstrating the commercial viability of and removing specific barriers to the scale-up of renewable energy technologies and increase access to modern energy services for the poor.

In support of growing commitments, IFC SBA in MENA is seeking to recruit a Program Lead that will lead and grow the CE-REff Program across MENA.
Duties and Accountabilities:
The CE-REff Program Lead will provide knowledge and technical expertise to MENA SBA and ensure coordination and alignment of the CE-REff advisory offering with other advisory and investment products that respond to strategic needs of the private sector in the region. More specifically s/he will: a) support the Regional Business Line Manager (RBLM) in defining and implementing the regional CE-REff strategy; b) scope, design, and launch new initiatives in the region; c) assume full responsibility for the implementation of CE-REff portfolio in the region, including quality control; d) serve as a regional CE-REff focal point and support for IFCs climate change related work in the region; and e) lead staff and team development and supporting knowledge management and dissemination within the CE-REff practice group and across IFC in general.

The Program Lead's overall responsibilities will include, but not be limited to: 

Strategy

The Program Lead will work with RBLM in formulating the regional CE-REff strategy and will assume responsibility for its implementation. In this function s/he will support the RBLM in further developing managing, and reporting on a regional CE-REff program that is aligned with the corporate action plan. S/he will work in close coordination with global and regional investment departments, country managers and other advisory services business lines to identify advisory opportunities and will provide leadership and relevant expertise to develop a pipeline of climate change related advisory projects in the region. S/he will further work closely with the RBLM and IFC MENA Advisory Services Donor Relationship Coordinator to identify and secure funding for CE-REff Program activities.

Relationship Management, Business Development and Communication

The Program Lead will develop and maintain an effective network of relevant representatives from the private sector, public institutions and NGOs to ensure support and synergies for implementation of the regional Climate Change strategy. S/he will identify and engage with clients and partners of IFC investment and advisory operations as well as the World Bank, and lead and/or provide input on project design. S/he will lead projects through internal approval and manage the program budget and staffing plan in coordination with RBLM. The Program Manager will further work closely with relevant IFC teams to implement a communication plan for sharing results and lessons, and raising the profile of CE-REff program externally and internally

Portfolio Management

The Program Lead will be responsible for setting yearly program/project targets and ensuring effective implementation of the projects in terms of activities, timeline, budget and expected impact. This will include technical guidance, supervision and quality control at project start-up, through implementation, closure and post-implementation monitoring. S/he will ensure projects adhere to a rigorous Monitoring and Evaluation (M&E) framework and other IFC project management policies and review and sign-off of all supervision and project closure reports. 

Support and coordination of other CE-REff initiatives

The Program Lead will support the development of other climate change related initiatives in cooperation with other advisory services business lines, global and regional industry departments, and regional managers. S/he will leverage IFC’s investment and advisory businesses to maximize the region’s impact across the spectrum of climate opportunities as it touches each industry department and business line. 

People and Knowledge Management 

The Program Lead will mentor, support and supervise the team of project leaders and support staff to set and achieve targets. S/he will facilitate knowledge sharing among staff members and support program team members to develop professional skills and expertise. S/he will also be an active member of the core global Resource Efficiency/Clean Energy practice group and contribute a small proportion of his/her time to the global Climate Change practice, supporting developing global projects/programs or in other regions, new staff recruitment and on boarding, sharing best practice, developing deep knowledge in at least one area of global importance for IFC Advisory Services and serving as a global resource for the topic.
Selection Criteria:
The following criteria will be used for selecting a candidate: 

• Master's Degree or equivalent in a related field (engineering, business, economics) including business or an industry specialization;

• Strong technical expertise in energy and proven track record of 10+ years relevant experience in the energy sector, of which at least 3 years in efficiency/renewable;

• Understanding of how market transformation / developmental programs work;

• Experience in financing and investment of efficiency/renewable is an added advantage, as is work experience in the MENA region;

• Experience in managing a portfolio of projects, teams in distributed locations;

• Proven track record of project cycle/program management, including budget oversight;

• Independent and autonomous, should be able to operate with minimum supervision; 

• Excellent communication and writing skills, and strong relationship management skills;

• Strong interpersonal and teamwork skills and ability to work effectively across organizational and regional boundaries and in a multi-disciplinary, multi-cultural, team environment;

• Professional maturity and excellent business judgment;

• Willingness to travel in the MENA region;

• Fluent oral and written English. Knowledge of French and/or Arabic is a plus.
