The International Rescue Committee (IRC) is one of the world’s leading humanitarian and post-conflict development agencies, supporting communities in over 40 fragile, failed and developing states. The IRC responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC is currently preparing a proposal in response to a USAID Request for Applications (RFA) entitled “PEACE III”. The proposed project will aim to strengthen cross-border conflict management in the Horn of Africa by 1) improving responsiveness of regional and national institutions to cross-border conflict, and 2) strengthen local cross-border conflict management.
The Learning and Knowledge Management Advisor will be responsible for overseeing the development and implementation of the project’s monitoring and evaluation strategies and will oversee the project. He/she will also work closely with USAID’s external Evaluation and Learning partner to develop and implement appropriate tools and methodologies for assessing activity outcomes, evaluating result-level changes, and linking these changes to changes in the peace and conflict environment. The position is contingent on an award to IRC and the estimated start date is July 10, 2013.
Responsibilities: • Lead development of internal monitoring systems including data collection, analysis and reporting. • Responsible for the production of best practices, lessons learnt; success stories extra achievements, and other documentation. • Create tracking system, drafting of monitoring indicators for PEACE III and training of project and partner staff on M&E tools and plans. • Develop periodic learning products for key stakeholder groups, in cycle with activity outcome and result data gathering and analysis.
Requirements: • Minimum of 5 years working with Government, for-profit organizations, or non-governmental organizations (NGO) in the fields of knowledge management, Monitoring and Evaluation or database management and other related areas of service within donor funded projects. • Bachelor’s Degree in social sciences or related field or demonstrated equivalent work experience in the field. • Strong knowledge of monitoring and evaluation methodology data analysis; including conceptual frameworks and logic models. • Demonstrated experience training and mentoring less experienced staff in M&E. • Local language and fluency in spoken and written English is required. • Excellent written and verbal communications skills. • Ability to use quantitative analysis techniques. • Experience in developing plans and schedules from inception. • Work experience in related fields in NGOs and/or on USAID-funded projects is a plus. • Ability to organize and write reports and use quantitative analysis techniques.
