The Great Lakes Africa Advocacy and Communications Officer is responsible for the development and implementation of the JRS regional advocacy and communications strategy. The regional officer reports directly to the JRS Great Lakes Director, in close cooperation with regional, country and project staff. A member of JRS international advocacy and communications networks, the officer works to promote activism among the JRS target audience, give a voice to refugees, support JRS advocacy and promote awareness of key migration-related issues.
Location: Bujumbura, Burundi, with frequent travel in the region

Responsibilities
General
- Develops and reviews the advocacy and communications strategies, including the media strategy
- Ensures advocacy concerns and communications opportunities are reflected in all aspects of the project cycle, including proposals, reports and evaluations.
- Updates the International Advocacy and International Communications Coordinators on relevant information related to forced migration.
Advocacy
- Assists country offices elaborate annual advocacy plans based upon which s/he develops a regional advocacy plan.
- Provides advice on protection-related policy issues affecting forcibly displaced persons.
- Engages, where appropriate, in direct advocacy activities with governments, embassies, the UN, and NGOs promoting the rights of forcibly displaced persons.
- Provides training to enhance staff knowledge of human rights law, basic advocacy skills, and information-collection for advocacy.
Communications
- Communicates the mission, vision, values and activities of JRS throughout the region.
- Takes overall responsibility for the JRS regional website and supports the International Office in its website development work.
- Oversees the production and dissemination of e-publications and other content.
- Coordinates regional contributions to JRS International and other publications.
- Works closely with those responsible for fundraising to identify and produce materials for specifically defined donor groups.
- Provides, or procures, training on communications, media and photography.
- Edits and supervises production and dissemination of regional publications.
Qualifications
- University degree in political science, international relations, law, communications or a related field.
- Minimum of five years working experience in editing and writing for publication, and two years editing content for websites and social media platforms.
- Experience in advocacy related to humanitarian or human rights issues.
- Excellent written and verbal communication skills in French, and a good working knowledge of English.
- Experience in the use of Photoshop software and web content management systems, as well as an understanding of photography and photo management software.
- Demonstrated ability to work and deliver under pressure and to tight deadlines.
- Excellent interpersonal skills.
- Work experience in a multicultural environment
Conditions
Two-years contract with an initial three-month probationary period. Salary depends on the status and qualifications of the successful applicant with insurance and other benefits.
