Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, works with the press to help clarify the technically complex work of the IAEA, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

The Financial Policy and Internal Controls Section (FPIC) coordinates the development of financial policies and procedures, supports the improved control environment related to financial reporting, and ensures the effective use of AIPS, that financial processes are efficient and the use of best practices related to financial management.

Main purpose

Reporting to the Section Head, the Finance Business Process Coordinator coordinates all aspects of information systems related issues concerning the Division and ensures the most efficient and effective use of the Agency IT systems used in MTBF.

Role

The Finance Business Process Coordinator is (a) a Business Analyst to identify issues and solution options to ensure best practices, (b) a Coordinator to facilitate decision making process and implementation, and (c) a Technical Expert to provide authoritative advice and recommend the best practices on systems issues.

Partnerships

The Finance Business Process Coordinator is responsible for building consensus amongst the various Sections within MTBF with respect to the definition and prioritization of business solutions, with a primary focus on the business processes that significantly utilize the AIPS system. He/she will also need to obtain input and agreement from process owners within the Department of Management and the Technical Departments related to prospective changes to the business processes resulting from these business solutions. The Finance Business Process Coordinator is also the lead for negotiation and obtaining agreement with the AIPS Support Unit (ASU) with respect to the implementation of the MTBF defined business solutions. As such, he/she will also work very closely with the AIPS Support Unit (ASU) and the AIPS Project Team as a liaison on all issues related to AIPS operations and development.

Functions / Key Results Expected

The Finance Business Process Coordinator will carry out the following main tasks:
  • Responsible and accountable for leading, developing and implementing the MTBF business and operational strategy for AIPS and its feeder systems.
  • Manage MTBF efforts to ensure best practice utilization of Oracle and other IT systems in use.
  • Responsible for ensuring MTBF requirements and interests are addressed for all future Plateaus and developments of AIPS.
  • Coordinate required AIPS and feeder systems' training and ensure such training is made available and fully documented for all relevant MTBF staff.
  • Active engagement in the MTBF process reviews with respect to best use of the underlying systems, identifying related efficiencies that can be achieved and relevant controls that can be implemented, in coordination with other Divisions as necessary.
  • Responsible for implementing the process review improvements which have AIPS or other IT system implications.
  • Manage the ASU-MTBF and AIPS-MTBF relationships, which include translating the functional business requirements into AIPS technical solutions and ensuring, on a longer term basis, that optimal solutions are developed and implemented.
  • Keep abreast of new and existing relevant AIPS functionality through Oracle user groups and communities, including other UN organizations using Oracle ERP.
  • Develop and manage the Service Level Agreements between MTBF and the ASU or owners of other significant systems to ensure efficient provision of services to MTBF.

Knowledge, Skills and Abilities

  • Professional Expertise: Overall knowledge of financial and administrative processes and related ERP design solutions across all business domains; Expert knowledge of the Oracle financial modules in respect of their functionality and solution options, in particular AP, AR, GL, OGA, FA gained through full project life cycle implementation.
  • Coordinating skills: Ability to bring diverse groups together to achieve common objectives and deliver concrete measurable results.
  • Strong analytical skills and sound judgement to identify business process/technical issues and evaluate the solution options.
  • Solutions oriented: Proactively identify areas for improvement and generate new ideas to enhance efficiency and effectiveness.
  • Training skills: Ability to train staff in core the competencies required by an Oracle ERP. Assess skills gaps and learning needs and develop training resources accordingly, both classroom and e-learning support material. Monitor and evaluate the overall training activities and effectiveness, and take corrective action as necessary.
  • Communication skills: Ability to express ideas succinctly, both verbally and in writing to foster understanding of technical issues in the Division and to articulate Division's business requirements to the service providers. Ability to draft various document such as reports, position papers and presentations on key issues and business processes.
  • Interpersonal skills: Ability to work in a team and to establish and maintain effective partnerships and working relations in a multicultural environment to steer diverse business interests and competing priorities towards a common objective.
  • Project management skills: Demonstrated ability in handling projects, including project planning, work assignment and supervision, as well as progress review and reporting.
  • ERP Production Support skills: Ability to co-ordinate and provide post go-live/stabilisation production support in varied operation environments.

Education, Experience and Language Skills

  • Advanced university degree, preferably in computer science, or in business administration. A first level university degree with extensive experience dealing with financial IT systems in accounting or related area may be accepted in lieu of an advanced degree.
  • Minimum of 10 years of experience in supporting Oracle or similar financial applications, of which at least three in the public sector.
  • Experience with a number of full life cycle implementations of Oracle.
  • Experience in the management and implementation of process improvement projects from inception to implementation.
  • Knowledge of accounting and finance an advantage.
  • Fluency in both written and spoken English. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 292*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
