The Clinton Health Access Initiative (CHAI) seeks a Health Financing Analyst based in Lilongwe to help the Government of Malawi address critical funding shortfalls in the health sector. Malawi faces a challenge of limited resources for health prevention and treatment activities, and CHAI has partnered with the government to seek new sources of revenue and to realize maximum impact from existing resources. As part of CHAI’s Health Financing team, the Analyst will provide analytical support and strategic advice to the Ministry of Health on the financial implications of decisions regarding programs for HIV, Malaria, TB, and other diseases.
The Analyst will help the government make health financing policy decisions through targeted use of data. The Analyst will track available resources against needs and identify areas where funding can achieve greater impact. Innovative mechanisms for generating revenue will also be explored, in order to help government raise additional funds. The Analyst will work closely with senior government leaders in the Ministry of Health and the Ministry of Finance, also cooperating with donors, NGOs, and civil society organizations.

Responsibilities: Advise government leaders in the health sector through multiple forms of analysis and problem-solving: Develop quantitative models to assess opportunities for improved efficiency and effectiveness of health interventions Understand current funding flows in HIV, Malaria, and the broader health sector and track available resources against the country’s financial needs Develop new mechanisms for government to generate revenue for health, projecting potential income and assessing feasibility; Draft policy memos to inform government, external stakeholders on health financing challenges and opportunities Facilitate meetings with government and external stakeholders to drive operational and policy changes based on analysis of financing scenarios; Develop and deliver presentations to help senior government leaders make strategic health financing decisions;
Qualifications: A Bachelor’s degree from a well-recognized, high-calibre university; A minimum of two years of experience in a private or public sector enterprise; Experience building and analyzing quantitative models to inform decision-making; Ability to identify key trends and policy implications from complex data Advanced proficiency with MS Excel and PowerPoint (proficiency levels with both will be tested during recruiting process); Ability to translate large and complex data sets into reports, charts and pivots to inform decision-making; Ability to solve problems and direct decision-makers towards solutions; Ability to navigate political and strategic discussions objectively and diplomatically; Excellent business-oriented verbal, visual and written communication skills; Ability to build strategic relationships and interact with individuals of different backgrounds Excellent organizational and problem-solving skills; Ability to multi-task and thrive in fast-paced, high-pressure situations; Tenacity and the ability to independently develop solutions to complex problems English language fluency, both written and verbal.
