Position Summary
IREX seeks Chief of Party and Senior Technical Expert candidates for anticipated ICT for Development programs. The expected programs will likely focus on ICT applications and technologies for civil society and other actors, enhancing the capacity of institutions to use ICT to achieve their organizational missions, and facilitating government capacity to engage with and respond to citizens using ICT.
Positions are contingent on funding.
Duties & Responsibilities
IREX COPs maintain overall responsibility for meeting program objectives and are based in the country of performance. Among other duties COPs:
• Provide strategic and technical leadership, ensuring that all program objectives are met
• Serve as principal liaison with the donor and other USG officials as required, as well as with key representatives of the country, partners, and other stakeholders.
• Develop and maintain effective partnerships with in-country technology and media organizations.
• Coordinate with local, regional, and international organizations active in the ICT sector.
• Manage and mentor project staff
• Coordinate with IREX home office, ensuring that organizational and USG policies are implemented faithfully.
• Oversee financial management, administration, compliance, monitoring, evaluation, and reporting on program activities, and represent IREX at public events.
• Represent IREX publicly and support its organizational development
Senior Technical Expert duties could include:
• Provide creative vision, technical design, and implementation oversight to conflict and transition programs, with focus on ICT applications and technologies for civil society and other actors, enhancing the capacity of institutions to use ICT to achieve their organizational missions, and/or facilitating government capacity to engage with and respond to citizens using ICT.
• Ensure that activities and milestones are implemented on track and that deliverables are of high quality.
• Contribute to the development of annual plans, work plans, and reports.
• Manage project staff and implementing partners.
• Maintain effective working relationships with local partners and stakeholders, including government officials.
Qualifications
• 7- 10 years of proven overseas experience working in the area of ICT in developing countries.
• Demonstrable expertise and vision for using ICT for development purposes.
• Significant managerial and technical work experience in developing countries.
• Outstanding representational and communication skills and ability to translate complex principles of ICT into simple terms.
• Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects in ICT for development (with preference for US government-funded donor experience).
• Ability to establish strong working relationships with senior officials in government, with media and civic leaders, international donors, and other stakeholders.
• Excellent interpersonal skills and the ability to lead and work on a multi-national and multi-partner team.
• Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
• Strong representational and organizational skills required
• Ability to communicate professionally and provide written reporting in English required; knowledge of additional languages preferred
