The HD Africa Office is looking for a short-term project officer to assist during a period of 4 months with the implementation of a number of activities within the framework of HD mediation support capacity building projects with the African Union (AU), the Economic Community of West African States (ECOWAS) and West Africa governments. Overall Purpose of the Position Reporting to the regional director, the successful candidate will contribute to the overall planning and implementation of the mediation support capacity-building projects’ structured programme of activities.
Specific Responsibilities 1. Regional training for East Africa diplomats Lead in planning and organising a regional training on mediation and peace processes for East Africa diplomats in Naivasha end of May 2013. Activities shall include but not be limited to liaising with participants and resource persons, preparing background documents, organizing logistics, ensuring administrative and budgetary follow-up, drafting budget and narrative reports, as well as concept notes for follow-up activities;
2. AU mediation support capacity-building programme Assist in finalising and initiating the HD 2013-2014 programme of activity with the African Union and support fundraising initiatives. Activities shall include inter alia: - Maintaining relations with AU interlocutors, - Drafting/editing project proposals, budget and documentation, - Assist with the planning and organisation of initial activities which might include a seminar for AU staff; a public discussion on mediation process management in Addis; coordination meeting with AU partners on knowledge management activities. 3. ECOWAS mediation support capacity-building programme Assist in reviewing and implementing HD programme of work with ECOWAS as needs arise. Activities shall include: - Coordinating the finalisation of a handbook on mediation and peace processes for ECOWAS; - Assist with the planning and organisation of a briefing for ECOWAS officials; - Background research and drafting of concept notes for a policy study on organised crime in the Sahel. 4. Provide additional support as required by the Regional Director.

Qualifications: candidates should have good experience in peace and conflict in Africa and processes for conflict resolution. They should have a comprehensive understanding of African political developments and trends and a good understanding of mediation processes. They should also have experience with programme management in complex and political sensitive environments.
