Description
African Barrick Gold’s Bulyanhulu Gold Mine in Tanzania seeks to appoint a Security Manager. The Security Manager will report to Mine General Manager for day to day reporting and operations and to the Regional Security Manager for implementation of the security strategy, policy and procedures. The incumbent will manage and be accountable for the security and safety of Bulyanhulu Gold Mine Ltd (BGML) employees and contractors living and working in Tanzania by ensuring that planned and agreed objectives are met and the threat to that process by foreseeable obstacles is eliminated or controlled. As a member of the management team, the incumbent will participate in leadership of the site to ensure business objectives (production etc.) are achieved within agreed/approved costs and that Tanzanian laws are upheld at all times.
KEY RESULT AREAS/ESSENTIAL FUNCTIONS
• Manage the security and safety of all employees and contractors living and working at BGML mine site, as well as outside of the confines of the BGML mine.
• Ensure the mine operates within the confines of existing legislation applying within Tanzania.
• Manage and be accountable for the security of mine product, process and property.
• Manage the development and training of the National security staff including succession planning and senior staff development and training.
• Ensure that all employees and contractors are educated and are aware of Company security procedures, security policies and standards and best practice for working safely in their specific areas of employment.
• Ensure that BGML Mine and Corporate Safety objectives are met and management receives appropriate information to achieve those objectives.
• Represent the Company in meetings with government (Community forums / Police / Justice Department & Corrective Services), and other resource companies and stakeholders.
• Provide advice to management regarding current security trends within Tanzania and forecast future threats through a sound risk assessment process.
• Ensure the secure transport of BGML Mine product between the mine site and the external refining agency.
• Communicate with the Regional Security Director (Africa) and the Director of Global Security to ensure that information is received and analysed with the aim of protecting the Company’s people and assets.
• Support the Director of Global Security in deploying corporate initiatives and strategies relating to information gathering, analysis and management.
• Abide by the Voluntary Principles of Security and Human Rights.
• Ensure staff adherence to the Barrick Guidelines on the Use of Force, Code of Conduct and Voluntary Principles of Human Rights
• Abide by the Security code of conduct
• Abide by the UN code of conduct for Law Enforcement Officials and the UN Principles on the Use of Force
• Abide by the Mine Cardinal Rules
Responsibilities in terms of the Barrick Gold Security Standard 5.1.4:
• Shall be responsible for ensuring that Barrick Group Security Strategies and audit action plans are appropriately resourced on site.
• Shall ensure that an appropriate handover of security matters, including security hardware operation and security procedures, be conducted by the site upon turnover of staff who have involvement with security functions.
• Shall ensure that security procedure manuals in accordance with these security standards are held on site.
• Shall ensure that a security electronics service contract or a site-based capability is in place and maintained by site.
• Shall be responsible for nominating in writing a ‘Security Superintendent’ to complete the duties as required within these standards.
• Shall be responsible for ensuring compliance with all reporting requirements related to the security systems or security events and making this information available in a timely manner to legitimate parties who require the information.
• Shall be the line manager for the Security Superintendents.
PROFESSIONAL SKILLS
Education Requirements:
• Bachelors degree in a related field would be an asset
Experience Requirements:
• Extensive security background at a management level.
• Police and/or Military experience preferred.
• Proven and developed leadership skills and ability to prepare and implement tactically sound orders to combat adverse incidents.
• Ability to influence key stakeholders and foster excellent working relationships.
• Excellent communication skills and ability to prepare detailed reports.
• Ability to formulate, introduce and enforce written procedures to maintain company policy.
• Unquestionable integrity.
• Culturally aware.
• Understanding of the Tanzanian government system
