MISSION
Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.
The conflict between Northern and Southern Sudan is known as the longest war in Africa, brought on by a long history of colonial policies of British and Egyptian influence, marginalization by powerful northern regimes and cultural and traditional clashes.
Six and half years after the signing of the Comprehensive Peace Agreement (CPA) signed in Nairobi in January 2005, South Sudan became the youngest country in the World on July 9th 2011. A new highlight for a country familiar with extreme figures : among others, a challenging environment with only 60 km of asphalt road in a country bigger than France, a complex social environment with more than 60 ethnic groups and dialects and a high level of illiteracy. On a humanitarian point of view, the country can be characterized by the acute needs of its population in having access to basic services, due to the lack of infrastructure, and lack of qualified persons to run these structures. These needs have been compounded by massive influxes of returnees from North to South Sudan, numbering an estimated 400,000 since October 2010. This is the reason why South Sudan is considered as one of the most challenging humanitarian country in the world.
Solidarités International (SI) currently implements 3 kinds of programs:
  • Emergency Preparedness and Response WaSH activities in all South Sudan. The program was established in September 2011, specifically designed to fill the gap in the timeliness and quality of Rapid needs assessments and emergency interventions conducted in South Sudan. A deployable highly trained team from Juba, humanitarian situation analysis and pre-positioning of key WaSH items allows a rapid response mechanism to emergency needs.
  • Rural and semi-urban WaSH activities in three states in the North East part of the country: Jonglei, Upper Nile and Unity, targeting counties prone to receiving IDPs and/or returnees and prone to natural disaster (namely flooding). SI is also deeply involved in the coordination of the WaSH actors in Unity and Upper Nile States by being the State Focal Point for the WaSH cluster. Upper Nile and North Jonglei programs are operated out of Malakal, the Upper Nile State capital, while Unity State programs are administrated from an office in Bentiu, the Unity State capital.
  • Emergency WaSH interventions in the camps welcoming Sudanese refugees in Upper Nile and Unity States (Yusuf Batil & Yida). These projects started respectively in June and July 2012, following the rapid assessments made by the WaSH Emergency, Preparedness and Response (EP&R) team that is in place since September 2011.
Objectives of the Position
  • Maintain close monitoring of the humanitarian situation in line with EPR Coo
  • Team management of all operational staff including trainings
  • Conducting emergency repsosne assessment and designing interventions, Increasing water and sanitation access to the emergency affected populations in Sotuh sudna.
  • Collaboration with support department (logistics, admin and HR)
  • Proper organisation of all aspects related to the EPR WASH reponse
MAIN TASKS
Implementation and follow-up of emergency WASH response in South Sudan
  • To manage all SI’s Emergency Preparedness and response WASH program.
  • To ensure the relevancy of the activities regarding technical design in consultancy with EPR coordinator
  • Monitor the activities and to follow progress in regards to the indicators and objectives defined in the proposal and propose changes if required by the context
Preparedness of emergency WASH response (in collaboration with the EPR coordinator)
  • To define and develop guidelines, tools and methodologies for assessments and assessments reports
  • To organise appropriate training for ERP team members on emergency response methodology
  • To define contents and locations of contingency stock
  • To define needs for external training for EPR team members
Implementation and follow-up of emergency WASH response
  • To produce and disseminate Rapid assessment reports according to developed formats after validation by the EPR co and HoM
  • Ensure the relevancy of the activities regarding technical design in consultancy with EPR coordinator
  • Monitor the activities and to follow progress in regards to the indicators and objectives defined in the proposal and proposed changes if required by the context
  • To liaise with the EPR Coordinator to define a second stage of intervention (after a 2-month intervention)
Human Resources management
  • Manage the team and enhance its dynamics in order to reach the program’s objectives through planning, team meetings, field visits, training, etc.
  • To write job descriptions for EPR team members which will be validated by the EPR co and HR co and to hire the team
  • To conduct evaluations (EAP) for staff under his/her responsibility at least every 6 months
  • To define in coordination with the EPR coordinator the individual capacity building of key Emergency national staff
  • Issue explanation requests and sanctions if necessary in cooperation with HR Coordinator
  • Promote staff’s health and security by ensuring that security rules are well applied in the work place and in the field.
  • report to HR Coo complaints/conflicts among and to support him/her in the team conflict resolution if needed
  • Promote the values and ethics of Solidarités International
Internal and external reporting
  • To provide internal reporting on activities according to Solidarités International’s internal tools - APU-IC
  • To provide weekly situation reports
  • To provide rapid needs assessment and intervention reports
  • To contribute to the preparation of donor reports according to donors’ guidelines (quarterly, intermediate and final reports)
  • To write minutes on meetings (donors, local authorities, NGOs…)
Financial Management:
  • To maintain a close communication with the administrative team about the WASH needs assessment checklist
  • follow-up of the budget lines dedicated to EPR programs activities through Solidarités International’s tool: Operational Follow Up
  • To produce monthly budget follow up and prepare cash flow forecasts with the administrative coordinator
  • Ensure the defined activities match the budget and its objectives in cooperation with the EPR Co and administrative coordinator
Logistics management
  • To maintain a close communication with the logistics team about the WASH needs assessment checklist
  • To inform logistics department about needs for movements and loading planning – transport requirements
  • Create and update a purchase plan according to the chronogram of activities
  • Follow up stock and anticipate purchases according to the purchase plan and information’s given by log co
  • Write program (internal order forms) IOFs and follow IOFs through an IOF follow up to be given to the logistic department weekly
  • Responsible for durable and communication equipment attributed to his/her team (follow up system) by working closely with logistics
  • Design stock pre-positioning needs in collaboration with the logistics coordinator and EPR coo
  • To liaise with partners for core pipeline donations
External coordination
  • To participate in humanitarian coordination meetings in emergency locations (ad hoc and regular)
  • To liaise with external humanitarian actors for humanitarian rapid assessments and during emergency response
  • To proactively coordinate and work with other actors on the ground
  • To maintain a strong and continuous link EPR WASH focal points and WASH cluster Focal Points in the area of intervention.
  • To ensure proper communications schemes with the different levels of local authorities in the field.
Internal Coordination
  • Monthly budget follow up meeting with Administrative Coordinator
  • Weekly logistic point (IOF follow up) with the log co
  • Weekly base meetings, whether in Juba or other SI base.
Institutional Knowledge Building
  • To design an EPR tool kit including guidelines and templates in collaboration with the EPR coordinator
  • To write Activity Form including lessons learned in collaboration with the EPR coordinator
Security
  • Follow the base security guidelines
  • Actively seek and inform EPR Coo (when outside of SI areas of intervention ), Field Coordinator (when in the SI area of intervention about any security related information coming from the field or from other sources
  • Implement security rules to be followed by the field team in case of emergency situation, in cooperation with the Head of Mission or where relevant, Field Coordinator
PROFILE
Qualifications
Experience
  • Bachelor’s degree or higher in engineering, hydraulics, water network management, or similar field
  • At least two years of program management experience in WASH
  • Working knowledge of repair and maintenance requirement of India Mark hand pumps, bio sand filter and surface water treatment plant
  • Experience in training; ability to design and implement training sessions on Water Treatment Plant / hand pump maintenance and repair, water analysis, etc.
  • Working knowledge of sensitization methodologies and experience in targeted hygiene promotion activities
  • Experience in community mobilization and skills in developing the social aspect of water management
  • Experience in emergency response required and establishing temporary water points
  • Experience on team management
  • field experience (conflict/ post conflict area) of implementing emergency humanitarian programs
  • Preferable experience in organizing and conducting KAP surveys
  • Experience with SOLIDARITES INTERNATIONAL is an asset
Skills

STATUS
Salaried post: According to experience from 1440 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
