Job Title: LIAISON OFFICER for the Belgium Common Programme WDA & BTCA/V0B/APEFE
Introduction and Background:
1.1 The Government of Rwanda (GoR) is presently involved in the process of developing Sector Strategies to implement EDPRS programmes. As stated in the Country\\\'s Vision 2020 one of the identified development Ptitefs is the Human Resource Development (HRD). The importance of this Pillar lies in the empowerment of individuals through developing their skills. The results of independent evaluation of PRSP 1 revealed that capacity constraints especially those related to inadequate skills constitute a major impediment for the realisation of PRSP 1 set targets. Using this learning experience, the Government is undertaking initiatives to address these challenges so as to make EDPRS a reality.
1.2 It is in this context that the GoR decided to establish Workforce Development Authority (WDA) which is an institutional framework to provide a strategic response to the skills development challenges facing the country across all sectors of the economy. As the country embarks on developing sector development strategies under EDPRS, the issue of capacity which largely constrained implementation of programmes under PRSP 1 is among the most important priorities to be addressed. Skills development strategies in all sectors constitute an important ingredient in the respective sector development processes.
1.3 WDA´s Vision is to become a regional centre of excellence in work force development. Its Mission will therefore be to promote, facilitate, and guide the development and upgrading of skills and competencies of the national workforce in order to enhance competitiveness and employability. Its activities and scope of services to be provided shall be organized and managed around the following five strategic pillars: (i) Skills Development through Vocational Training, (ii) Business Incubation (Entrepreneurship Development) (iii) Setting Standards for Service Delivery Administration, (iv) Regulation and Accreditation.
1.4 WDA is being supported by various Development Partners, among which is the Belgian Development Cooperation, running a `Belgian Common Programme´ together with APEFE and VVOB (Programme AFP/Appui a la Formation Professionnelle). PAFP does also support the PRC and various pilot schools in the Southern province, and beyond. The Programme AFP has a facilitating Office at Kacyiru (Printex Building) that has to manage a multitude of contacts, request from Technical Assistants, WDA, and External businesses.

Key Functions and Responsibilities:
The specific tasks for the Liaison Officer include the following:
• Assuming front office to receive, process and/or refer all internal and external demands.
• Ensure timely and smooth internal administrative flow;
• Monitor and anticipate deadlines;
• Maintaining contacts with business providers and assess quality of goods and service
delivery, maintain records on providers, including blacklists;
• Assist in preparing the launching of tenders and pro-forma procedures;
• Relate to the Financial Manager for timely payments of deliveries and services;
• Relate to the Logistics Assistant concerning stocks, workshops and other programme implementation logistics.
• Relate to the Legal and Administrative Officer regarding compliance with all legal requirements
• Relate to the Programme Management for all issues requiring decisions at that level
Required Qualifications, Experience & Competencies:
• University (A-0) Business & Economics, with additional qualification in either Project Management, (TVET) Education or Finance/Accounting
• Some work experience in an International or Belgian Organization is an asset
• Proficient in MS-Office applications Word, Excel and PowerPoint.
• Presumably with Kinyarwanda as mother tongue, French fluency and English proficiency, both in speaking and writing, is a must; other basic language skills (e.g. Dutch) would be an advantage
• Self-motivated; able to work under time pressure in a dynamic working environment.
• Must be a very good communicator with; strong decision making skills, a solution- and service-oriented.
Duty station:
PAFP Admin-Office (Printex-building 1a floor) at the Umuganda Avenue in Kacyiru. Kigali, with very frequent visits to WDA, BTC or various business venues.
Duration of assignment:
Start date: 1s` of September 2012
Contract duration: The contract will be signed with WDA as project personnel for the duration of the AFP-programme. A probation period of 6 months applies.
