ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: This Humanitarian Affairs Officer (HAO)/Head of Sub Office (HoSo) position is located in the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) South Sudan, based in Bentiu. Under the overall guidance of the Head of Office, and under the direct supervision of the Head of the Field Coordination Unit (FCU), the HAO/HoSo is responsible for managing all aspects of the sub-office and ensuring coordination of humanitarian operations at the state level.

RESPONSIBILITIES: Within the limits of delegated authority, the incumbent will be responsible for the following duties: Ensures the proper management of the sub office, which includes supervising and supporting the national staff; Provides substantial assistance in the implementation of inclusive, field-level humanitarian coordination mechanisms, including liaison with relevant UN operational agencies, NGOs, and local authorities; Assists in the preparation, implementation and monitoring of the Consolidated Appeal Process (CAP) and South Sudan Humanitarian Fund (CHF) projects; Assists in the regular monitoring and analysis of developments in Unity State and support the preparation of analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation; Drafts and prepare weekly reports highlighting relevant operational factors affecting the humanitarian situation and response efforts; Monitors humanitarian risks to ensure that the various contingency plans are consistent and well-coordinated including availability of resources and support inter-agency contingency planning; Supports advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, and media, development of appropriate strategies, etc.; Provides substantial support to sector / cluster working groups as required and facilitates exchange on cross cutting issues; Liaises with the Resident Co-ordinator’s Support Office-Recovery and Rehabilitation Programme (RCSO-RRP) to facilitate linkages between emergency response, preparedness/prevention, rehabilitation and ongoing recovery programmes; Supports the collection of field information to improve coordination activities and information products such as who does what where and inter-agency reports; Facilitates / participates in interagency assessment missions to build consensus on sector and geographic priorities; Promotes the use of the agreed Inter-Agency Initial Rapid Needs Assessment tool, and supports the capacity building of partners in its usage as appropriate; Liaises with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and Tracks information required for early warning of potential conflict and conflict-related vulnerability; Supports and participates in assessments, lessons learned and evaluations; Manages the daily operations of the Field / Sub-Office including as financial, administrative and security (MOSS/MORSS) management, as required; Supports human resources planning and management in field and/or sub-offices including: recruitment, supervision and support of junior and/or national staff; Performs other duties, as assigned by the Head of Office or the Head of Field Coordination.

Competencies

PROFESSIONALISM: Sound knowledge of and exposure to the field of humanitarian assistance, protection and human rights issues, strong analytical capacity and in particular the ability to analyse the humanitarian dimension of issues which require a coordinated UN response; Ability to identify humanitarian-related issues and to use knowledge/judgement in resolving potential problems, including ability to evaluate information from a variety of sources to assess the impact of the humanitarian situation in assigned field duty station/area/region/are; Good understanding of institutional mandates, policies and guiding principles related to humanitarian affairs and humanitarian reform and of the institutions of the UN system, in particular, the mandate and core humanitarian polices of OCHA; Demonstrates professional competence and mastery of subject matter; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments - adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary - Uses time efficiently.

Qualifications & Experience

EDUCATION: Advanced university degree (i.e. Master's degree or equivalent) preferably in in political science, sociology, international law/international studies/relations, pubic administration, or related is required; A first-level university degree (i.e. Bachelor’s degree or equivalent) in one of the above mentioned academic disciplines in combination with qualifying relevant professional experience may be accepted in lieu of advanced university degree.

WORKING EXPERIENCE: A minimum five (5) years of progressively responsible professional experience in in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, inter-agency coordination, or in other related area is required; Relevant professional experience within OCHA is desirable; Relevant professional field experience with the South Sudan context is desirable

LANGUAGE: For this position fluency in English (both oral and written) is required; Knowledge of another official UN language is an advantage.
