BACKGROUND: Over 20 years of brutal civil conflict have left South Sudan devastated. A protracted, complex conflict rooted in disputes over religion, ethnicity, resources, governance and self-determination has resulted in widespread destruction of community infrastructure, mass displacement, and gross abuse of human rights. As a result, South Sudan is one of the poorest countries in the world, with a GNP per capita of less that $300 and life expectancy of 56 years. One year since its independence in 2011, emergency interventions are slowly making way to post-conflict development activities. The environment remains fragile with harsh difficult economic environment resulting from the shutdown of oil production and consequent austerity measures put in place by the government. South Sudan has one of the highest Maternal Mortality ratios in the world. The Government through its health policies has made improving the health of women a priority.
IRC is currently operating 30 Primary Health Care facilities (5 PHCC/25 PHCU) and supports emergency health responses in Northern Bahr el Ghazal and Unity States. IRC provides basic curative care, reproductive health care; preventive care; and community based health programs.
SUMMARY OF RESPONSIBILITIES:
The Reproductive Health Manager will be responsible for start up and piloting a simple community based reproductive health surveillance system known as the Maternal and Newborn Local Area Monitoring and Tracking (LAMAT) system. This program aims at improving the coverage, quality, planning and coordination of Maternal and Newborn Health (MNH) services in targeted areas with a potential of scaling to other locations in South Sudan.
S/He will support the overall implementation of quality Reproductive Health (RH) services across the IRC supported sites ensuring that the programs meet the best industry practices in this area. S/He will take a lead role in building the capacity of national staff and community resource persons in the project. S/He will support the training, mentoring and supervision of health workers across South Sudan on the Minimum Initial Service Package on reproductive health.
This position will require working with the health staff especially midwives, household health promoters (HHP)/ TBAs), Village Health Committees (VHC) members and community leaders to create demand for Reproductive Health (RH) services.
The position is based in Panthou, with trips to other IRC programs in Northern Bahr el Ghazal States, and other areas in South Sudan. The Reproductive health manager reports to the Senior Reproductive Health Manager and closely with the other Health Managers.
RESPONSIBILITIES:
• Ensure proper and timely implementation of the project and in accordance with the donor expectations. • Identify, recruit and supervise LAMAT project staff including midwives, HHPs and data clerks. • Provide regular technical assistance and training to build the skills of the project staff. • Develop an implementation plan and initiate LAMAT activities in Aweil South County. • Provide weekly updates and monthly reports on the progress on implementation • Support the Senior RH Manager in conducting trainings on MISP, and providing on job supportive supervision to the trainees. • Deployed on need basis to support RH implementation during emergencies across South Sudan. • Roll out the use of appropriate registers and simple forms at the community level for use ensuring the highest level of coverage and completeness in reporting at the targeted location • Conduct a mapping exercise in the targeted location to ensure adequate coverage for the villages by the HHPs. • Support and supervise the data operator to compile and generate a report to be shared with the Health teams. • Conduct bi weekly team meetings with the project staff. • Participate in the monthly analysis of data, discussions and planning meetings at the Health center. Develop and implement realistic action plans for addressing gaps identified in the program. • Write and submit reports as required to the Senior Reproductive Health Manager, Health manager, Health Coordinator and partners. • Continually monitor and evaluate program indicators, objectives, outputs, and impact. Ensure that all spending are as per the allocated budget and within the project timeframe. • When necessary, liaise with government bodies, UN agencies, INGOs, NGOs, and other agencies on issues of planning and implementing the RH program activities. • Any other duties as assigned by the Senior Reproductive Health Manager
QUALIFICATION
• Advanced degree or equivalent in Midwifery or Nursing (RN/RM, MD) preferred; MPH a plus. • Minimum 3 years of experience in reproductive health in clinical and/or direct practice settings, directly implementing reproductive health programs in conflict-affected settings. • Excellent technical skills in RH in humanitarian settings. Strong familiarity with international guiding principles and best practices required, such as with MISP, IASC guidelines, and other guidelines on RH in conflict/humanitarian settings. • Experience developing staff capacity and implementing formal, regular staff trainings. • Experience conducting assessments and in using participatory approaches. • Experience working with and supervising staff in an international, multi-cultural setting; • Strong management, project planning, organizational, interpersonal, and communication skills; • Ability to write clear and concise reports; • Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel, Access), email programs; • Ability to work in unstable security environments, and under administrative and programmatic pressures. • Fluent English both spoken and written required.
