Indian Ocean Maritime Cooperation / Information Sharing & MDA specialist
I. Context
The Critical Maritime Routes Indian Ocean Programme (CriMaRIO) was initiated under the Instrument for Stability Indicative Programme in order to increase maritime security and safety with a focus on piracy and armed robbery, in a number of priority areas.
The Contracting Authority is the European Union, represented by the European Commission. As well the countries initially covered by this assignment are expected to include as feasible the following states: India/Kenya/Singapore/South Africa/Tanzania and Yemen. Close coordination in particular with many interventions and projects as MARSIC/ATALANTA/EUCAP NESTOR show the E U fight against piracy in the Horn of Africa.
The purpose to reach is enhanced capacity for information sharing followed by regional networking in mid-term and at the trans-regional level in the long term.
II. Expected expertise to be delivered
1) General objective of the mission
What should be the general contribution of the mission is to design the possible future action(s) under CriMaRIO. Therefore the overall objective is to aim at support regional and trans-regional measures to improve maritime security and safety in the region with the support of EU Member States’ Expertise. In the long term, the project shall aim to contribute to improving maritime governance
2) Specific objective
The ESF experts are expected to assess the needs and identify how and what extend regional players could be supported directly on enhancing their ability to cooperate with other countries and how relevant E U Member States services may be assist relevant maritime authorities with their expertise. As mentioned above, the goal is to enhance the capacity of sharing information (in mid/long term). The ESF experts are also requested to make recommendations on how CriMaRIO might make connections between ongoing and planned activities linked to the fight against piracy in the Wider Western Indian Ocean and South Asia involving all relevant countries. The services required by this mission are the following:
3) Description of the task to be assigned
The services required by this mission are the following:
1°) Identify and design a project concept which is in line with the Multiannual Indicative Programme 2012-2013 for the IfS and relevant to priority local needs in selected countries in the Wider Indian Ocean region. The conclusions of the following analysis are to be integrated into the project design:
- Assessment of policy and programming framework;
- Stakeholder analysis especially of the ReMISC, ISC Mombasa, ISC Dar Es Salaam (centres supported under MARSIC), ReCAAP, IFC Singapore and relevant Information Sharing Centres especially in South Africa9 and India10 which involves the identification and analysis of their interests, problems, potentials, implementation modalities etc.;
- Institutional capacity assessment;
- Problem analysis;
- Assessment of other on-going and planned initiatives with particular emphasis on ongoing cooperation activities.
(2) Organise a validation workshop to: - Identify key messages and recommendations; - Inform relevant stakeholders about the key findings and proposals of the study (including concise document (i.e. PowerPoint); - Collect expert and stakeholder views on the findings; - Lay the ground for the future action (in terms of approval by the concerned region.
(3) On the basis of a detailed needs assessment and the outcome of the validation workshop, provide technical elements of the Action Fiche for the future action (Who will do what, when, how and why, what will be the result?). This will be best obtained by developing a coherent and detailed concept for the future project11 including: - Clear description of the rationale for undertaking the future action; - Lessons learned; - Geographical scope; - Possible partners; - Description of the action including objectives, expected results and main activities; - Risks and assumptions; - Method of implementation.
Methodology
The emphasis should be on capacity building (providing legal assistance and training) on regional level of the future project for exchange of information and cooperation and subsequent implementation at national level. In this view the lessons learned and methodology of the Critical Maritime Routes. Programme ongoing projects in WIO and in Gulf of Guinea, PMAR, MASE, EUNAVFOR Operation Atalanta, EUCAP NESTOR, EMSA and the IMO are of particular interest. The assignment will require deskwork in Europe and consultation with responsible services in EuropeAid Cooperation Office, Unit D5 and other EU services (including the JRC and EMSA).
The ESF experts will undertake a mission to London for consultation of IMO Headquarters, Ispra for consultation of JRC and Lisbon for consultation of ESMA.
Field missions to the targeted countries will be required to visit the relevant local partners, including consultations with the EU Delegations, relevant Information Sharing Centres, relevant Embassies and other suitable partners. This includes amongst others to undertake a mission to India, Kenya, Singapore, South Africa, Tanzania and Yemen to: 1. Consult relevant Information Sharing Centres12 for the future project on their duties, programmes, responsibilities and activities so as to assess the ways to support their planned and on-going work streams in the fields covered by the project; 2. To discuss and agree on possible cooperation with the local partners, and other relevant stakeholders, including other donors; 3. To assess the needs for capacity building and training; 4. To explore long-term sustainability prospects and commitment of local stakeholders.
Briefing and debriefing will take place in Brussels
4) Expected Results
Experts have successfully identified the future action(s) under CriMaRIO, all deliverable are provided to FEI and the European Commission.
III. Expert(s) Profile
1) Number of experts : 2 -1 Senior - 1 Junior
Profile: Maritime Expert
The team will consist of one Category I Key Expert specialised in Maritime security/Information Sharing/Maritime Domain Awareness from the operational point of view, one Category II Key Expert specialised in Maritime security/Information Sharing/Maritime Domain Awareness/Maritime Administration from the technical point of view and one Category II Key Expert specialized in Project management. The indicative input of each key expert will be 66 working days. The working days include travel days counted as working days.
Number of requested Man Days:
• Senior: - 20 Home-based working days are foreseen by expert for drafting the inception report, mission report and final report. - 8 Working days for the organisation and follow up of the validation workshop. - 45 Working days for conduct of Missions, field research and Preparation.
• Junior: - 15 Home-based working days are foreseen by expert for drafting the inception report, mission report and final report. - 8 Working days for the organisation and follow up of the validation workshop. - 45 Working days for conduct of Missions, field research and Preparation.
2) Professional Profile
A. Education / Qualification :
Minimum BA / MA/MSc / Phd / Post-doc or equivalent professional education and training on the following field of expertise :
Maritime Information Management
Specialization / specific training on : o Information sharing o Maritime Information integration o MDA
Requested highest demonstrable professional competences on : o Team work o Other competences… Excellent command of English ; Administrative reforms Inter-agency/International Co-operation Counter Piracy
B. Professional experiences
- Minimum 10 years (Senior)/ 5 years (Junior) of previous professional experience
- Similar experience to requested ToR thematic fields on other projects / programmes / activities demonstrating state-of-the-art knowledge and know-hows of the expert
- Similar experience on requested ToR geographical area is a plus
- Professional experience within a maritime administration of at least a 5 years long duration is a plus.
C. Additional Specific requirements
- Experience with the following topic will be a plus :
- Knowledge of DCOC - Good Knowledge of the Indian Ocean Area

IV. Place, Duration and details of contract delivery
1) Period of implementation: The foreseen duration of the assignment is 7mounths.
2) Start of activities :
The estimated starting date is September 2012
3) Date of termination :
The field mission will be considered ended after a restitution of all deliverables (expected end of March/beginning of April 2013)
4) Indicative planning :
Precise planning of missions will be established during the inception phase and at the latest by the briefing meeting in Brussels to be organised before the start of the field missions. In all cases, by the end of 2012 a validation workshop should be organised and by end February a draft final report should be sent to the European Commission, DEVCO D5, for comments.
5) Place of duty:
One may foresee 2 working days (including travel) for the 2 missions to Brussels for the briefing and debriefing. For the mission in India, Kenya, Singapore, South Africa, Tanzania and Yemen, one may expect 6 effective working days per country (including travel days). The consultation in London (IMO), Lisbon (EMSA) and at Ispra (JRC) might be completed each in one travel/working day
V. Deliverables
5.1. Content
a) Inception report
A briefing mission will take place in Brussels, by not later than mid July, 2012. After the briefing meeting an inception report will be produced on how the experts intend to proceed with the implementation of their assignment. This report will be submitted to EU COM for approval before starting the first mission in the field.
b) Mission report
The mission report will include the calendar of activities, the persons met including abstract of then discussions, documentation collected, the summary of findings and based on the findings, a provisional concept of a future action.
c) Final report
The final report will summarise all the findings of the briefing, inception, missions, debriefings and include a coherent concept followed by the pre-feasibility assessment for the action completed by the substantive elements of a possible Project Action Fiche. This Final Report will be presented at the debriefing in Brussels.

5.2. Submission/comments timing:
- Inception report prior to the first mission, followed by EU COM approval within one week. - A mission report should follow immediately after the mission took place. - The concept for the workshop including the choice of location will be submitted to the EU COM prior the workshop, followed by approval within one week. - Workshop relevant documents should be submitted indicatively two weeks prior to the workshop Annex II: Terms of Reference - Critical Maritime Routes – Indian Ocean (Identification IfS AAP 2013)
- Draft final report should be submitted indicatively 2 to 3 weeks after the last mission took place and in any case not later than the end of February 2013.
- The final version after remarks from EU COM which will be given 2 week for comments can be submitted beginning of March 2013.
5.3. Number of reports copies:
Inception report, mission reports and draft final report should be electronic file sent by email in a format allowing text edition (non-pdf). Final report including Action Fiche should be 3 paper copies and in a format allowing text edition (non-pdf).
VI. Contracting, price and Other information
1) Contracting details
The parties will be proposed the signature of a service contract. The expert should ensure that all administrative or fiscal necessary requirements under their nation regulation have been respected.
2) Price of service
The daily fee rate is considered fixed and non-negotiable: - 650 Euros/ Working Days Senior - 500Euros/ Working Days Junior
3) Working facilities and logistical support - Meeting rooms and support facilities - All international travel costs directly covered by FEI (visa costs eligible for reimbursement + eco cat tickets on planes, 1st class on trains) - Local Transportation/Hotels: cost of residence out of normal place of residence will be covered by the payment of Per Diem, according to EU rates (please ask confirmation on the current rate to FEI- rates are regularly revaluated by the EC services).
