Overview of the Position The Puntland Police, which comprises approximately 2,700 officers, is a significantly under resourced and young organisation which emerged from the ashes of the former Somali Police Service prior to the collapse of the State in 1991.
With the support of our client’s Somalia’s Civilian Police Project it has made significant achievements in developing police capacity and performance, but this is currently restricted to operational activity in the main urban areas and along the main road running from Bossaso on the northern coast, through the regional capital Garowe, to Galcayo on its southern border with the State of Galmadug.
While there is a police presence in many of the coastal and rural areas, this is very fragile, with little or no infrastructure or the ability to support or communicate with each other and they are certainly not equipped, trained nor capable of confronting the serious and organised crime challenges that are faced in the region, including piracy and sexual and gender-based crimes. The Police lack any ability to support the community and this needs urgent action, especially in the central and southern areas of Puntland that have suffered most from the impact of piracy crimes.
The technical capacity of the Puntland Police to investigate and combat the serious and organised crime nature of piracy is still relatively unsophisticated and there is no overall strategy or plan in place.
In order to ensure long-term and sustainable Police development in Puntland our client is supporting the development of a 3 year police development strategy. The plan should include police development at all levels including to staff and equip the newly completed Police Headquarters in Garowe, to introduce a National Crime Directorate comprising a well-trained and resourced criminal investigations capacity, a counter-piracy unit, a forensics capability, a crime intelligence unit and a specialized unit for gender-based violence. The plan will also outline measures to increase police capability and command and control in order to establish a police presence in coastal areas with the requisite backup support from Headquarters and command and control in place. Regional policing management will be addressed, as will community-police relations and engagement to strengthen the delivery of a policing service to communities, including through model police stations.
Oversight and accountability of policing in Puntland will also be examined and strengthened in the plan, both at the Headquarters level, as well as in communities.
Our client’s Civilian Police Project is looking to retain the services of 3 experts in order to develop an initial draft of the plan. This will be conducted through a consultative workshop to be held in the Puntland Capital Garowe. The experts will facilitate the consultative meeting and will produce an initial police development plan on the basis of the consultative workshops. The workshops will be attended by senior Government officials including the Ministers of Security, Interior, Planning, Justice and Ports; Senior Police Commanders will be represented from all police divisions in Puntland; civil society and communities will be represented to ensure that the Police Development Strategy is one that will deliver optimal policing services for Puntlanders.
General Functions The Oversight and Accountability Expert will focus on ensuring that the Strategic Plan includes sufficient and effective oversight and accountability mechanisms. This will include both internal and external oversight. This includes the need to: - Identify and examine the current internal discipline and oversight mechanisms regarding police performance and misconduct, to include any applicable law, regulations or policies - Report on any appropriate data from the use of current mechanisms - Recommend how internal discipline and oversight should operate, to include outline policy and procedure - Examine and report on the opportunities to introduce some form of external oversight of police performance and misconduct, to includes elements of community and civil society participation - Recommend a best practice approach in external oversight taking into account existing models in use in South Central Somalia and Somaliland - Examine and report on the need for some form of parliamentary oversight, taking into account the current lack of a Police Law in Puntland - Recommend a best practice approach to external parliamentary oversight with detail on how such a body should be incorporated, managed and
- Examine and compare any current or existing parliamentary mechanisms in place in other parts of Somalia, including the Police Advisory Committee in Mogadishu
Essential Experience • High level degree (Masters or above) in Criminology, Police Science, Management or a related field • 11 – 14 years of experience, including demonstrable experience in developing and managing police oversight and accountability mechanisms • Experience in Police programming in post-conflict environments • Prior knowledge and experience of working in Somalia is an added advantage
Languages • Fluent in English, working knowledge of Arabic would be beneficial
