Lake Victoria Basin Commission (LVBC) is a specialized Institution of the East African Community (EAC) established by the EAC Partner States through a negotiated Protocol for Sustainable Development of Lake Victoria Basin. The broad functions of LVBC are to promote, facilitate and coordinate activities of different actors towards sustainable development and management of natural resources of the Lake Victoria Basin.

The Headquarters of the Secretariat of the Commission is based in Kisumu, Kenya. The LVBC Secretariat hereby invites applications from suitably qualified candidate who must be a national of Republics of Burundi and Uganda for the following vacant post:


JOB TITLE: Deputy Executive Secretary (Finance and Administration) – P5 (REF: LVBC/HR/2012/03)

CONTRACT TERM: 3 Years renewable once

Main Purpose of the Job

The position of Deputy Executive Secretary (Finance and Administration) in the Lake Victoria Basin Commission Secretariat is an Executive one with EAC salary grade P5. The main purpose of this job is to monitor and supervise finance and administration of the Commission.

Duties and Responsibilities

The duties and responsibilities of the Deputy Executive Secretary, Finance and Administration are as follows:

1. Deputize the Executive Secretary in providing an oversight role in financial management and administration;

2. Develop strategies and plans for mobilizing national and international financial resources for the Programmes of the Commission; Make follow up on contributions of Partner States from EAC Secretariat;

3. Make follow up on contributions of Partner States from EAC Secretariat

4. Monitor execution of the annual budget and ensure control, accuracy and integrity of the financial accounts of the Commission;

5. Review and coordinate preparation of budget for the operations of the Commission and establish cost control measures;

6. Present quarterly and annual reports on the performance of the budget against objectives and targets;

7. Ensure financial reports are prepared and timely submitted to Sectoral Council and Development Partners;

8. Promote and facilitate the development and implementation of Information and Technology System (IT) in financial management;

9. In liaison with Deputy Executive Secretary – Projects & Programmes (DES-PP), coordinate preparation of annual work plans and budgets for the Commission.

10. Implement internal controls to protect and safeguard Commission’s assets;

11. Coordinate preparation and management of annual audit process;

12. Supervise management of Human Resources and coordinate staff development programs and conduct periodic studies and analysis and prepare reports;

13. Supervise implementation of all administrative, procurement, management of contracts and logistic functions of the Commission according to laid down procedures;

14. Coordinate the development and implementation of strategies for information dissemination and feedback on the Commission activities to end users or stakeholders;

15. Coordinate and collaborate with DES-PP in preparation of plans and strategies to ensure harmonious implementation of Projects and Programmes of the Commission;

16. Promote a positive corporate culture and image of the Commission and EAC in general; and

17. Perform any other duties and responsibilities as may be assigned by the Executive Secretary from time to time.

Qualifications

I. Education

An advanced University Degree in Economics, Business Administration, Financial Management, Accounting Management, or related fields with a greater understanding of global environmental issues. PhD is an added advantage.

II. Work Experience

i. At least ten (10) years of experience, of which seven (7) should be at Senior Level in a relevant field;

ii. Experience in financial Management and administration;
iii. Experience as a manager in coordination and preparation of annual budgets and setting up mechanisms for control measures;

iv. Ability in developing strategies and plans for mobilizing national and international financial resources;

v. Must be computer literate with skills in use of updated financial/accounting softwares.

III. Skills and Competencies

i. Must have strong administrative and organizational skills;
ii. Must have excellent writing and communication skills; and

iii. Ability to work in a multi cultural/diverse environment;

Remuneration and Fringe Benefits

The job is at EAC P5 scale with corresponding benefits specified for it.

Age Limit

The candidate must not be more than 54 years old.
