Lutheran World Relief (LWR) seeks a Program Manager for Emergency Response. Natural disasters ravage the lives and livelihoods of hundreds of millions of people each year. The poor in the developing world have the fewest resources to prepare for a crisis and rebuild after the fact, leaving them highly vulnerable. LWR works with local communities to identify potential risks, build response capacities before the onset of emergencies, meet immediate needs following an emergency; and move toward long-term recovery and economic development. The Program Manager for Emergency Response is responsible for leadership and management of LWR’s Emergency Program portfolio and Material Resources program in a manner that is consistent with LWR’s vision, values, and strategy. This includes developing and implementing emergency response strategies across all regions, developing and expanding LWR’s Material Resources program, and overseeing LWR’s safety and security protocols.
DUTIES: 1. Strategic Leadership • Create and develop a 5-year Emergency Response Strategy for the organization. • Lead and manage continuation of ongoing Material Resources strategy (though 2020) including periodic review to ensure goals align with LWR’s Strategic Plan and Business Plan. • Explore opportunities for LWR expansion or engagement in new geographic and/or programmatic sectors related to Emergency Response. • Contribute to LWR’s strategic planning process and guide the agency in key issues related to engagement in Emergency Response and Material Resources • Co-facilitate inter-departmental emergency working groups, both via the weekly, standing coordination meeting, and also via special coordinating groups established around specific high-profile emergencies. 2. Human Resources Management • Develop and oversee a high-quality Emergency Response Unit; ensure accountability toward unit and agency targets. • Supervise and conduct annual performance appraisals for Program Associate for Emergency Response. • Oversee hiring and termination of unit staff and performance management plans as necessary. • Ensure field and HQ staff are adequately equipped to implement Emergency Response programs. • Ensure all field and HQ staff are orientated on Safety and Security policies and procedures. 3. Financial Management • Provide guidance to and oversight of development of Emergency Response and Material Resources program budgets (more than $2 million cash, plus $12-$14 million in-kind). • Monitor the implementation of budgets and cash flows. • Ensure high-quality programming of emergency response designated funds outside of countries in which LWR has ongoing development projects. 4. Program Management • Develop and regularly update Emergency Response and MR policies and procedures for HQ and country offices. • Develop and/or update tool kits for emergency response and material resource programming including (but not limited to) tools for Quality and Accountability, cash programming, NFIs distribution, rapid needs assessments, safety and security in emergencies, office and staff preparedness, staff care, communications, Sit Rep guidance, and funding protocols. • Develop and implement field emergency preparedness plans and safety and security plans as appropriate. • Work closely with LWR’s M&E team to review and design stronger M&E systems for our emergency programs; develop tools and train staff and partners as needed. 5. New Business Development • Help identify and support perusal of new funding opportunities with institutional donors including U.S. Government or other bilateral or multilateral donors, foundations, and corporate philanthropies. • Contribute to development of corporate capability statements and public relations materials for donors on LWR’s Emergency Response programs and signature approaches. • Lead LWR’s relationship with the ACT Alliance including acting as a point person for all ACT communications. • Lead development of LWR implemented Act Alliance Appeals and follow up reporting on Appeals. 6. Representation • Identify and develop collegial relationships with people, organizations, and institutions in the U.S. that can enrich the Emergency Response program. • Participate in relevant InterAction, ACT Alliance, Habitat for Humanity, UN OCHA or other committees and working groups specific to LWR’s networks. • Represent the Emergency Response unit to LWR’s Board of Directors, leadership, and staff. • Represent the Emergency Response unit to ELCA, LCMS, Lutheran World Federation, and other Lutheran bodies. 7. U.S. Lutheran Engagement • Coordinate with External Relations to ensure timely provision of relevant materials to ensure the Emergency Response work of LWR is visible to our constituents. • Provide relevant talking points around Emergency Response issues to key External Relations and President’s Office staff. • Participate in speaking engagements, conferences and other opportunities to promote LWR’s work to US Lutherans. 8. Engage in ongoing professional development. 9. Other job related duties as assigned by supervisor.
Qualifications 1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners. 2. Bachelor’s Degree, plus a Master’s Degree (or equivalent experience), in anthropology, economics, international business, international development, disaster response or a relevant social science field, as well as specialized training in humanitarian assistance, especially logistics, in international contexts. 3. 7-10 years’ experience with international relief and development organizations, at least 2-4 of which have been focused on emergency preparedness and response, and at least 2-4 years’ experience living and working overseas. 4. Practical experience applying humanitarian best practices and principles including Sphere/HAP/PIA and other international quality and accountability initiatives. 5. Technical knowledge in one or more of the following areas: Quality and Accountability; Disaster Risk Reduction; NFIs, early recovery / resilience; cash distribution mechanisms (Cash-For-Work, Cash Transfers including mobile cash distributions). 6. Knowledge of rapid assessment and M&E for emergencies, including the ability to build and design new evaluation tools and systems as needed. 7. Experience in proposal development and institutional business development. 8. Experience delivering trainings in a cross cultural environment. 9. Demonstrated experience with financial management including US Government rules and regulations. 10. Demonstrated ability to effectively and efficiently manage multiple tasks and complex logistics under pressure. 11. Demonstrated ability to work independently (with little supervision), as part of a team, and to accept supervision. Ability to take initiative, anticipate needs, see tasks through to completion, and prioritize. 12. Experience with direct supervision of staff, as well as close coordination/management of other colleagues who are not direct reports. 13. Experience with international transportation logistics and warehouse management is preferred. 14. Strong understanding of LWR focus countries is desirable. 15. Excellent writing, public speaking, analytical, conceptual, and problem-solving skills are required. Must be able to conduct business in both written and spoken English. Fluency in Spanish and/or French is preferred. 16. Highly proficient in using Word, Excel, Outlook, database, e-mail, and web browser software. Demonstrated ability to learn quickly to use new software applications effectively. 17. Good interpersonal skills, ability to be both a team leader and a team player and to work with people of varied backgrounds. 18. Willingness to travel, both domestically and internationally, up to 25% of time.
