EAC/LVBC Project Accountant (P1)

The East African Community (EAC) through the Lake Victoria Basin Commission (LVBC) Secretariat is coordinating the implementation of the Lake Victoria Water Supply and Sanitation Program Phase II (LVWATSAN II). This program is being implemented in all the five EAC Partner States for a period of four years.

The program contributes towards the attainment of the shared Vision for the management and development of the Lake Victoria Basin through strengthening of the regional and national institutions for governance of transboundary resources in the Basin; and contributes to the improvement of the livelihoods and health of communities in the basin, through the reversal of pollution of the lake and through improvements in sustainable water supply and sanitation infrastructure.

The EAC/LVBC has received funding for the implementation of LVWATSAN II from African Development Fund (ADF) and LVBC Secretariat intends to apply part of the funds to recruit a Project Accountant (P1).

LVBC Secretariat therefore hereby invites applications from suitably qualified citizens of the East African Community (Burundi, Kenya, Rwanda, Tanzania and Uganda) for the following vacancy position:

Reports to: Program Coordinator

Station: LVBC Secretariat Headquarters, Kisumu, Kenya

Main Purpose of the Job

The main purpose of this job is to formulate policies, strategies and procedures on financial administration and management of the Program.

Duties and Responsibilities

The duties and responsibilities of the Project Accountant for LVWATSAN II Program are as follows:

i. To manage the donor funded accounts for the LVWATSAN II Program within the Lake Victoria Basin Commission;

ii. Validate payment vouchers, cheques, local purchase orders for all transactions relating to LVWATSAN II;

iii. Reconcile ledger accounts of LVWATSANII and follow up of imprest given to staff traveling on official duty to do work related to the Program;
iv. Monitor and ensure that ensure that enough funds are available in the Project accounts and lodge disbursement request once the minimum threshold is reached
v. Monitor the expenditure of the LVWATSAN II funds with a view to ensuring that the amounts budgeted for, under each expenditure head, is not exceeded;

vi. Prepare payments and allowances for the staff of the LWATSAN Coordination Team
vii. Accounting for special funds and submission of reports to Development Partners on accountability of LVWATSAN II funds

viii. Prepare accounts of LVWATSAN for submission to the External Auditors
ix. Promote a positive corporate culture and image of the LVBC and the EAC;
x. Carry out any other duty as shall be assigned by the Executive Secretary.

Qualifications

I. Education

i. Must have a Bachelors Degree in Finance, Accounts or Commerce from recognised University

ii. Must have full CPA qualifications.

iii. Must be a full Member of accounting bodies


II. Work Experience

i. At least 7 years working experience of which 5 years in donor funded projects;

ii. Knowledge in the use of computers, and in particular, knowledge of accounting software’s namely; Sun system and QuickBooks

Skills and Competencies

i. Good interpersonal skills, ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different nationality and cultural backgrounds

ii. Excellent Team player and interpersonal skills

iii. Excellent communication and analytical skills

iv. Dynamic, innovative and able to work with minimal supervision

Remuneration and Fringe Benefits

The job is at EAC P1 scale with corresponding benefits specified for it.

Age Limit

The candidate must not be more than 54 years old.
