The government of The Gambia in partnership with Sightsavers established the National Eye Care Programme (NECP) in 1986. This programme has made some notable achievements specifically as far as prevalence of blindness is concerned and more generally in relation to strengthening the health system. Following 25 years of support, Sightsavers is considering exiting from the partnership. We are now looking for external evaluators to conduct a strategic evaluation of this programme and are calling for expressions of interest to undertake the evaluation.
The evaluation team should include personnel with a professional background and extensive knowledge of public health policy (preferably eye health at national and global levels), health systems strengthening, primary health care reforms and strategy analysis. The team should also have skills and knowledge in project/programme analysis, be able to undertake and draw links between health interventions and the wider development discourse, as well as have experience in conducting large scale evaluations, preferably in the West African context.
