ARC PROGRAM DESCRIPTION/MISSION
The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.
ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluctheling and the United Nations High Commissioner for Refugees (UNHCR). The first location of ARC’s interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the pressing needs of young men and women in Somalia who are currently faced with limited alternative options for livelihood and basic functional literacy and numeracy skills. Through this ARC program; the Somali Youth will be provided with opportunities to engage in educational and skills building activities which will give voice to their concerns in a safe and enabling supportive environment.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Camp Management:
• Assist the supervision and management all ARC activities in settlement camps.
• Monitor the implementation of operations according to the budget of the camp programs (water and sanitation and shelter). • Maintain inventory and provide stock management of all ARC equipment, property, etc. • Set up indicators and ensure adequate monitoring and evaluation of camp activities. • Ensure purchase and distribution of supplies and accounting of physical assets.
• Represent ARC at cluster meetings in the absence of the Field Coordinator • Prepare timely narrative reports for donors, government and others as required. • Perform other duties as assigned by the Field Coordinator
Logistics:
• Assist in the establishment and maintenance of logistics procedures and systems • Assist in developing camp management and logistic budgets • Assist and conduct the procurement of materials and supplies • Help to maintain a reliable transport and communications system in your area of operations • Manage ARC office and housing accommodations and utilities in your area of operations • Assist in hiring national staff and provide appropriate training
• Arrange for warehousing and warehouse procedures as appropriate • Manage any operations needs as they come up • Attend Logistics, Coordination, and Cluster Meetings as necessary • Complete any other duties requested by the Field Coordinator or Emergency Coordinator.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Minimum 3 years experience in a program management position in a developing country or post conflict setting, with supervisory responsibilities in administration, finance, and logistics. • Minimum of 3 years of staff management experience. • Undergraduate degree in international relations, business management, public administration, operations, international development, or related field; Graduate degree preferred.
• Experience in managing multi-sectoral programs in a context of relief or recovery. • Budget and financial control/management experience. • Excellent administrative, communications, and decision-making skills. • Experience liaising with local officials, local NGO agencies and donor representatives. • Experience working in Africa. • Strong computer literacy; strong skills in Microsoft Office. • Fluency in English. • Willingness to travel and live in difficult security situations.
