Position: Programme Officer Pan African Office, Dakar
TERMS OF REFERENCE
Under the general supervision of the Deputy Director of Femmes Africa Solidarité (FAS), and together with the staff of the International Secretariat, Regional Office in Dakar, Senegal and the Liaison Office in New York, USA, and the representative offices in Khartoum, Sudan and Kinshasa, DRC, the Programme Officer(PO) will serve as a principal officer with responsibility for co-ordinating FAS’ programmes on engendering the peace process in Africa.
S/he will manage the processes of implementation, monitoring and evaluation of FAS’ programmes related to gender mainstreaming in the African Union (AU), peace and development in the Mano River Region, in the Great Lakes Region and in other parts of Africa.
She/he will perform the following functions as described in the FAS management book and summarized below.
DUTIES & RESPONSIBILITIES
i. Support the director in the management and strategic guidance of the programme and also access the implications of the programme. PO will be the pilot of project management.
ii. Be responsible for formulating policies and facilitate their implementation. Propose recommend approve and implement various measures during strategy and action plan, Implement planning and periodical work plans.
iii. Approve yearly planning for controlling the internal and external activities henceforth, identify and promote improvements.
iv. To provide specialist advice and programme support in the implementation of training and capacity building workshops, seminars and advocacy campaigns aimed at enhancing the involvement of women within the local, national and international processes of peace-building, policy-making and development.
v. To organize FAS conferences, meetings as well as internal board meetings and general assemblies and ensure that all services are provided.
vi. Coordinate and implement human resource and budget, training and communication. Also, manage the process of recruiting interns and volunteers and provide them with training and support.
vii. Propose project conception and resources, mobilization, planning, submitting proposal for implementation and also manage the programme in close collaboration with monitoring and evaluating various situations, identifying potential problems and their solution, also advise on resource re-assignments to support work plan implementation.
viii. Be responsible for narrative annual report, audit and implement the impact.
ix. Approve and be responsible for financial structure of the programme.
x. For institutional fundraising, propose budget and budget, review partner’s relationship, implement the follow ups like programme reporting and operational visits.
xi. Support resource mobilization and advocacy activities through drafting and reviewing proposals and documents, ensuring alignment with overall programme goals and workplans; liaison with implementing counterparts at various FAS offices for the preparation of technical reports.
xii. Assist with rationalization and coordination of various FAS offices and ensure methodology to ensure establishment of a coherent and consistent platform across the teams and departments. Recommend and implement communication channel.
xiii. Propose request for quotations and be responsible for reviewing and approving, conduct trainings and evaluations. Review office creation, if required.
xiv. To take a proactive role in undertaking and/or managing research, analytical and information synthesis processes combining the fields of gender relations and political conflict.
xv. To identify relevant partner organizations and manage the processes of establishing and maintaining networks with organizations engaged in conflict-resolution, post-conflict reconstruction and gender issues.
xvi. To assist in developing and maintaining excellent relations with United Nations Agencies, the African Union (AU), the Economic Commission for Africa (ECA), the African Women’s Committee on Peace and Development (AWCPD), International Organizations (IOs), Non- Governmental Organizations (NGOs), Civil Society Organizations (CSOs) and other partners.
xvii. To prepare detailed briefs, speaking notes, minutes, documents for meetings, conferences, discussions and decision papers, agendas, and any other notes required.
xviii. To actively participate in fundraising activities.
xix. Perform other related duties, as assigned.

About FAS
FAS (Femmes Africa Solidarité) is an international women’s organisation, with UN ECOSOC Consultative Status working to empower African women to assume a leadership role in peace building and conflict resolution. FAS programmes operate mainly in war-torn countries. FAS is based on the core values of solidarity, commitment, transparency, accountability, innovation, and sustainability. FAS also works closely with African sub-regional and regional organs such as the African Union (AU) to ensure greater involvement of women in decision-making processes for peace and development. FAS is member of AU ECOSOCC and have been elected Head of its gender cluster in ECOSOCC.
FAS has its headquarters in Geneva, Switzerland, its Regional Office in Dakar, Senegal, and one Liaison Office in New York. While the Regional Office in Dakar focuses on operational activities of FAS programmes, FAS International Secretariat and NY Liaison Office are rather involved in advocacy activities taking place in those locations and the representative offices in Khartoum, Sudan and Kinshasa, DRC, are implementing FAS programmes.
FAS Pan-African Office, in collaboration with the two other offices, is currently responsible for the: Design, planning, implementation, monitoring and evaluation, and fundraising:
- Empowerment of women in Africa (DRC, Sudan, Mano River): training and research within the capacity building; advocacy; coordination
