POSITION TITLE: Finance Support Coordinator COUNTRY PROGRAM: South Sudan RESPONSIBLE TO: Finance Controller STATUS: Full-Time (funding confirmed through December 31, 2011) SUPERVISORY CAPACITY: Select finance staff
DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The overall objective of the ARC South Sudan program is, facilitate the successful repatriation and reintegration of Sudanese refugees and IDPs to their original homes in Southern Sudan. To achieve this objective, ARC implements a multi-sectoral program that includes water and sanitation, primary health care, HIV/AIDS and gender based violence prevention and response and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial and Upper Nile States.
PRIMARY PURPOSE OF THE POSITION Provide technical support to the finance team and direct assistance to the Finance Controller. Oversee all financial activities and preparation of donor reports for the South Sudan program.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Staff Capacity Building and Management 15%
• Assist the Finance Controller with training for finance staff to provide an understanding of job descriptions and performance expectations. • Assist with budget and grant management training relevant to the operations and programs staff.
Day to Day Finance Management 60%
• Provide support to Finance Controller on accounting functions to include regular cash verification, bank and balance sheet accounts reconciliations, monthly closing, timely submission of financial report to headquarters, donors, etc. • Process monthly intercompany transactions. • Prepare UN agencies and donor in-country monthly reports. • Facilitate fund transfers to the fields on a timely manner. • Ensure transactions are processed into the system daily. • Assist with management and clearing of programs related advances. • Address financial issues at all levels in coordination with the Finance Controller.
Policy Enforcement and Development 20%
• Assist in the preparation of a comprehensive finance operations manual for the Southern Sudan program in respect to existing ARC’s systems, policies and procedures. • Facilitate up-to-date, accurate accounting systems across all field sites, including: computer data entry and paper file system. • Help ensure that ARC policies are understood and are applied uniformly among ARC staff in country and field offices. • Help ensure that the ARC Southern Sudan program is in compliance with donor regulations and ARC policies and procedures.
Grant Management 5%
• Prepare budget codes for new grants in coordination with the Finance Controller. • Assist on providing regular and timely budget reports and analysis to the Country Director and program managers. • Participate in grant management as requested. • Attend donor relevant meetings as required. • Monitor and pre-audit of sub-grants.
Others
• Field finance monitoring visits as necessary.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Minimum 2 years of international experience in finance/management for an NGO. • Bachelors degree required in Finance, Accounting, or related field; advanced degree preferred. • Experience with international donors and grant requirements.
• Strong computer skills in Microsoft software products: Excel, Word, outlook etc and accounting software.
• Minimum 2 years of supervisory experience preferred.
