The Norwegian Refugee Council is looking for a dynamic and knowledgeable consultant specialised in addressing and operationalising responses to environmental concerns in humanitarian programme activities.
The Norwegian Refugee Council (NRC) is committed to be environmentally accountable in all aspects of its humanitarian interventions. The overall objective of this position is to ensure environmental accountability within NRC’s programme porte folio; Camp Management, Education, Food Security & Distribution, Legal Assistance and Shelter. Next to providing technical advice to the organisation the consultant will be supporting the technical Core Activity Advisers and field programme staff in adressing environmental concerns from project design to implementation. www.nrc.no
Job description The consultant will be leading NRC’s increased focus on environmental accountability and will be responsible for the planning, implementation and follow up the following initiatives: Support and provide advice to NRC HQ, Technical Support Section Support and provide advice to NRC Country Offices Develop indicators to verify environmental protection and DRR/climate Change adaptation; Develop a first version of a tool and method of measuring and verifying environmental protection within Shelter based on international recognised methods such as BREEAM, LEAD, ENEV and others Help build capacity and document lessons learned on environmental issues within NRC. Initiate discussions with relevant humanitarian actors and donors regarding a humanitarian environmental accountability system.
The consultant will be working closely with NRC's Core Activity Advisers and report to the Head of Technical Support.
Qualifications Proven solid working experience from similar consultancies/adviser positions preferably in NGOs/INGOs at senior level Relevant master degree or equivalent qualifications Proven technical and operational working experience preferable from complex emergencies Training competences desired Proven strong analytical and reporting skills Strong communication, interpersonal and presentation skills Fluency in English (other languages such as French, Spanish, Arabic an advantage) Solid ICT skills Ability to undertake shorter missions to NRC country offices (including high risk countries)
We offer Commencement: ASAP Location: NRC HQ Oslo preferably (other locations can be discussed) frequent travels to Oslo and field required Contract period: until end December 2011 Renummeration: equivalent to level of senior technical adviser based on experience.
