The U.S. Embassy in Djibouti is seeking an individual for the position of NEC Electrical Engineer in the Facility Maintenance Section.
BASIC FUNCTION OF POSITION
The incumbent's primary responsibility is to maintain and operate the New Embassy Compound (NEC) including the other electrical building engineering services such as Q-Matic systems, public address systems, fire alarms, building automation systems, automatic transfer switches, relay logic controls and PLC system for switchgear which are worth about $ 30 Million in the New Embassy Office Building using state-of-the-art building automation system BAS under the general supervision of the Facilities Manager.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: Graduate from an acceptable university program with a Bachelors degree (BS) in Electrical Engineering is required. Professional license or EIT certificate is a plus.
2. Prior work experience: A minimum of five years of progressively responsible experience in electrical engineering office procedure and quality control applicable to building maintenance.
Trainee Experience Required: FSN/10 trainee: A minimum of four years of progressively responsible experience in electrical engineering office procedure and quality control applicable to building maintenance.
FSN/09 trainee: A minimum of three years of progressively responsible experience in electrical engineering office procedure and quality control applicable to building maintenance.
3. Language requirement: Level III (Good Working Knowledge) Speaking/Reading/Writing English is required. Level III (Good Working Knowledge) Speaking/Reading/Writing French is required.
4. Job Knowledge: Candidates must have a good knowledge of computer systems. Full journeyman knowledge of established trade practices and the ability to perform repair and preventive maintenance inspections required. Design scope and estimate small projects. Must be able to lead, instruct and direct LES to perform assigned tasks and perform quality inspections upon completion work. Knowledge of US building, trade, construction, fire and safety codes and standards
5. Skills/Abilities: Candidates need to be able to work unsupervised using the tools and equipment of the trade to accomplish assigned tasks. Ability to understand and follow written instructions required. Ability to read and understand electrical layout drawings and electrical schematic diagrams.
SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
