Job Title: Programme Officer Reports to: Assistant Country Director - Programmes Job Location: Lilongwe with frequent travel to Dowa, Nkhotakota and Nsanje districts Contract Details: Unaccompanied, 1 year (strong probability of extension to 2 yrs), Grade A Start Date: September 2011
Job Purpose: The main purpose will be to lead the country team in preparation of funding proposals and reporting on existing and future programmes. The role will also include project and programme support to all programmes including M&E and learning and ongoing communications work in support of Concern’s fundraising activities.
Main duties & Responsibilities
Funding: •To take the lead in the production of a country programme funding strategy through identification and mapping out of potential donors and opportunities and to identify all programme materials needed such as strategies, policies, assessments, reviews and evaluations, case studies, reports etc that are needed. •To work with the programme staff to produce high quality donor proposals, including training and mentoring in proposal and report writing •To liaise with Concern HQ offices – Dublin– to identify potential donors particularly large individual givers and trusts and foundations for potential support to programmes in Malawi.
Reporting: •Work with programme staff to produce high quality donor, internal reports and other documents formatting the documents in line with Concern/donor guidelines. •Manage all programme documents; file both hard and electronic copies of all documents, including versions of reports ‘as sent to donor’ received from Dublin. •Overall responsibility for drawing up the annual reporting schedule and ensure staff are familiar and follow it, in cooperation with programme managers and the country accountant, liaise with Dublin and in-country donors to confirm dates and donor requirements and circulate the agreed schedule to all relevant staff. •Develop and advise on reporting formats for the individual programmes. •Record and produce the minutes of the Senior Management Team meeting and programme meetings/workshops as requested. Ensure timely circulation of minutes and notes.
Programme and Project Development and Learning: •Work with the ACD-P and programme managers in preparation for workshops, facilitation when required and documentation. •Coordinate, implement and document case studies, programme research, etc. in collaboration with the ACD-P, enabling the integration of ‘lessons learnt’. •Assist the programme teams during field visits, exchange visits etc when required. •Work with the ACD-P and programme managers in Planning Monitoring and Evaluation tasks as required.
Work Targets Set For This Post Over The Contract Period: •To take the lead in the strategy and donor and proposal writing for all programmes. •To identify, pursue and elaborate, in collaboration with Programme managers, quality fundraising documentation and case studies for each sector. •To assist the team to ensure all reporting deadlines for donors, internal & private funders. •To conduct training for national staff on report writing and presentation skills.
Person specification: Essential: •Educated to Degree Level in a suitable discipline; such as development studies; community development •Work experience in a developing country •Familiar with development programmes and the work of development organisations •Experience of donor proposal and report writing; previous grant management a plus.
•Has experience of producing quality documentation, including marketing materials/graphics etc. •Strong report and proposal-writing skills •Fluent in written English •Efficient planner •High degree of computer skills in MS Office and Graphics •Ability to work independently •Strong Team player •Confident & capable communicator
Desirable: •Understanding of international development context •Previous experience in a similar capacity •Experience working with local partners •Capacity building experience •Experience working in Malawi •Familiarity with Concern
