Logistician Consultant, Swaziland

Population Services International Swaziland (PSI) is a non-profit organization with programs focused on condom social marketing, HIV counseling and testing, social and behavior change communication and voluntary medical male circumcision for HIV prevention. PSI is an implementing partner on an initiative led by the Ministry of Health in Swaziland to circumcise over 150,000 males aged 15-49 in 12 months.

PSI Swaziland seeks a Logistician consultant to develop and oversee a large scale system to transport clients to and from 16 voluntary medical male circumcision service delivery sites and a system of booking administrators to book clients for appointments at voluntary medical male circumcision service delivery sties.

Responsibilities:

Transportation System

  • Develop transportation plan for school holiday MC campaign and for post-campaign service delivery that will ensure that MC clients are ferried to 16 service delivery sites for initial and post-operative appointments
  • Identify drivers and kombis that will provide transport for each service delivery site
  • Develop contracts for and provide supervision and oversight to the drivers
  • Ensure accurate invoices are submitted and processed in a timely fashion
  • Develop and implement a system that will allow the program to track and monitor the drivers activities
  • Identify and track key transport-related indicators to inform understanding of the distances traveled by clients and the kombi
  • Develop relevant policies/procedures related to client transport and monitoring tools to track work flow and specific programmatic indicators
  • General project management to ensure timely implementation of system
  • Booking Administrator System

  • Identify and hire booking administrators to be placed at all ASI sites
  • Develop contracts for and provide supervision and oversight to the booking administrators
  • Develop and facilitate a training and refresher trainings for the booking administrators
  • Develop and implement a system that will allow the booking administrators to track and monitor client booking
  • Develop policies/procedures related to client phone calls, phone usage and booking appointments as well as monitoring to track work flow and specific programmatic indicators
  • General project management to ensure timely implementation of system
  • Deliverables

  • A written protocol for client transport for the voluntary medical male circumcision program
  • A written protocol for booking administration for the voluntary medical male circumcision program
  • Signed contracts with kombi owners/drivers and booking agents sufficient for high volume client flow
  • Training curriculum for drivers and for booking agents
  • A working spreadsheet to be used by booking administrators to track the status of called clients
  • Transport log forms to be used by drivers and a written protocol for monitoring transport log forms
  • A set of indicators to collect information about transport to and from service delivery sites among clients, and a protocol for site-level data collection of these indicators
  • Qualifications:

  • A minimum of 5-8 years of experience in HIV/AIDS program management, included demonstrated logistics experience
  • Masters degree in relevant field is preferred, but not required with relevant experience
  • Broad technical knowledge of supply chain management, contracts management, procurement, and technical logistics
  • Technical familiarity with international health, development issues and the international donor community
  • Ability to work effectively in partnership with a variety of audiences and organizations including senior government, donor and implementing partners
  • Fluency in spoken and written English and comfort with public speaking
  • Knowledge and experience using Microsoft Office, especially Excel
  • Excellent writing, presentation, and interpersonal communication skills preferred
