NRC has worked in the DR Congo since 2001 and contributes to the improvement of living conditions for displaced through NFI and food distributions, food security interventions, construction of shelters and schools, education, camp management and information, counselling and legal assistance. The main office is in Goma with a liaison office in the capital Kinshasa. Interventions are located in North Kivu (Goma, Béni) and in South Kivu (Bukavu, Baraka). NRC is providing protection and humanitarian assistance to IDPs, refugees and returnees through an integrated approach, with its project activities supporting and reinforcing each other. NRC is looking for 2 Area Managers one for Sud Kivu and one for Petit Nord Kivu with starting date end of 2011.

Job description The Area Managers overall responsibilities will be to coordinate and manage the operational activities one in South Kivu (Bukavu, Baraka and Mwenga) and one in Petit North Kivu (Goma, Masisi and Rutshuru). Develope and manage NRC’s programmes in accordance with NRC’s mandates, policies, guidelines and country specific strategies. Represent NRC in his/her area of operation and have overall responsibility for program implementation and ensure that NRCs interests are safeguarded. Oversee and supervise logistics operations and implementation of the NRC activities in the related areas. Oversee and supervise the financial, HR and administration procedures. Ensure the safety and security of NRC personnel and goods. Contribute locally and nationally to NRC’s advocacy efforts.

The Area Managers report to the NRC Country Director.

Qualifications Relevant education, preferably in management, political science or international development. 3-5 years operational experience within management and programme implementation and development; and/or emergency relief programmes in a conflict or post conflict environment. Experience in working with refugee/IDPs and difficult security settings and knowledge of political situation in DRC. Experience in administration, finance, logistic and personnel management. Solid experience from development of proposals and budgets and report writing. Good ability to analyse and solve problems or difficult tasks. Experience from advocacy work. Fluent in English and very good working knowledge of French. Holder of a valid international driver’s licence. Flexiblity, patients and humour is always an added value.

We offer Commencement: October and December 2011 Contract period: 12 months with possible extension Salary/benefits: According to NRC’s general directions, approximately NOK 54700,- (€ 7086) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station will be Bukavu for area manager in Sud Kivu and Goma for area manager in Petit Nord Kivu. Both are non family postings. Programme follow up will require frequent travelling in the provinces of operational areas. Goma and Bukavu are usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside Goma and Bukavu is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation.
