Purpose of the Position
Under the overall guidance of the Deputy Representative, manage the UNICEF supported Communication, HIV/AIDS Empowerment and Participation (CHEP) programme. This includes direct responsibility for delivering results expected from the Child Protection, HIV/AIDS, Community Developments and Adolescents Participation components. The SM is accountable for the development, design, planning, implementation and management of the programme within the Somalia country programme. Provide expert advice, analysis and technical support to the Country Programme on policies, programmes and legislative and operational strategies. As head of section, direct, lead and manage a group of professional and support staff to develop, manage and administer the inter-sectoral project/programme.
Key Expected Results
1-Enhance effective sectoral or inter-sectoral planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral input. Provide substantive advice, recommendations and input in the formulation of country programme documents and plans of actions relating to Child Protection and other components of the programme.
Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for programme management, implementation and monitoring of assigned sectoral activity, in compliance with the defined programme strategies and approaches.
Monitor developments at the international, regional and provincial levels; develop methodologies and new approaches for improving programme effectiveness.
Provide seasoned technical recommendations and advice on major programme directions and on introduction of new initiatives in the country.
2-Responsible for development of the sectoral work plan as well as implementation and monitoring of assigned project/sectoral activity, ensuring compliance with project strategies and approaches; provide training, support and guidance to sectoral team. This includes developing programme workplans on behalf of UNICEF, and monitoring and adjusting workplans in the course of the year with counterparts; holding regular section meetings, personnel management for the staff within the section, integrating CHEP with the other programmes. Conduct field visits to monitor programmes and gather information. Conduct periodic programme reviews with Government counterparts and other partners.
It also includes management of supplies, travel of section staff, cash assistance to partners, proposal writing and donor reporting as well as annual reporting (including meeting the Global Fund requirements with UNICEF Somalia as Principal Recipient of GFATM).
Participate in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual Child Protection sector status reports.
3-Knowledge Management:
Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
Rights-Based Projects through Results-Based Approach:
Promote the quality of rights-based Child Protection projects and programmes through the formulation of project goals and strategies and approaches. Bring coherence, synergy and added value to sectoral or project management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.
Partnerships and Coordination:
Liaise with bilateral agencies, governmental and non-governmental organizations and other UN agencies in the planning, development, implementation and evaluation of programmes aimed at furthering children#s protection from violence, abuse, exploitation, discrimination and neglect. This includes collaborating closely with those agencies to exchange information, strategies and experience and cooperating on programmes. Represent UNICEF at the Protection cluster, HIV/AIDS Steering Committees, advocacy events and other relevant forums.
Qualifications of Successful Candidate
Advanced university degree in Social Sciences or a related technical field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Ten years progressively, responsible professional work experience at the national and international levels in programme planning and management in a related field, with emphasis on strategic planning. Fluency in English and another UN language required.
Knowledge of the local working language of the duty station is an asset.
