Position Summary: Integrated Disease Surveillance and Response (IDSR), a strategy developed by the World Health Organization Regional Office for Africa, has been adopted in many countries in Africa. The IDSR strategy links communities, health facilities, district, regional, and national levels in designing and implementing public health interventions for the control and prevention of communicable diseases. The two evaluators will take the lead in conducting the evaluation, leading interviews, framing the analysis, facilitating group discussion and consensus, preparing for the debriefing, and producing a draft and a final evaluation report. This short-term assignment will include field visits to IDSR Implementation Sites. The assignment is for approximately 45 LOE days (33 LOE days out of 45 days will be spent in Juba) from Mid-September 2011 – End October 2011.
Responsibilities: The overall purpose of this mid-term evaluation is to determine how effective WHO is in implementing the core aims of the IDSR project and to recommend programmatic shifts, if necessary, to more effectively achieve the project’s aims. Specifically, the evaluation team will:
• Assess whether a community-based integrated disease surveillance and response (IDSR) system at the state and county levels has been established and is working; • Assess the effectiveness of the IDSR system in relation to regular and timely reporting of outbreaks and epidemic alerts and prompt responses at State and County levels; • Assess the extent and effectiveness of integration of vertical disease surveillance activities (such as for guinea worm, polio, onchoceriasis, leishmaniasis etc.) at State and County levels; • Assess to what extent capacity is being built among MoH staff at the various levels of the system, such that the program will continue once the project ends.
Qualifications: • Bachelors Degree and minimum of fifteen (15) years of progressively responsible work experience OR Masters Degree and a minimum of ten (10) years of relevant experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization in at least one area of following (infectious diseases surveillance, prevalent diseases in East Africa, disease outbreak, biomedical health) • Strong skills in evaluation, assessment, and analysis of USAID health projects (preferably 7 years or more) • Experience in the design, management, or implementation of surveillance or health information system projects in conflict-affected contexts (preferably 3 years or more) • Strong research and writing skills • Extensive experience working in East Africa and in Sudan and/or similar post conflict environments • Facilitation experience and/or experience leading participatory evaluations • Experience arranging meetings, setting up travel schedules for field visits, reporting on meeting outcomes, and generally managing the logistics of the evaluation • Experience in implementing or evaluating the following: o Local or national disease surveillance programs o Systems to enable effective and prompt recording, reporting and analysis of health information o Programs aimed at preventing outbreaks of epidemic prone diseases
