IRC Program in Kenya International Rescue Committee has been active in Kenya since 1992, providing essential services The International Rescue committee has been active in Kenya since 1992, providing essential services to refugees and the communities who host them. Today, IRC supports tens of thousands of refugees in the Dadaab and Kakuma refugee camps. IRC also runs programming throughout Greater Turkana and in Nairobi. IRC’s programs include health, nutrition, water and sanitation, HIV, livelihoods, prevention and support to survivors of gender based violence. In addition, the IRC Somalia program receives operational support from the IRC Kenya support departments in Nairobi.
Objectives- As part of the country operations’ function the Human Resource & Administration department, led by the Human Resources and Administration Coordinator (HRAC) works towards the Country Program Quality Improvement Plans of Customer Service, Decentralization and Compliance.
Summary of Responsibilities
Reporting to the Deputy Director, Operations (DDO) for Kenya, the HRAC is responsible for ensuring effective and transparent human resources management practice and quality administrative support functions throughout the Kenya and Somalia programs. The HRAC responsibilities include staff policy development and implementation, leading the HR/Admin team, staff planning, benefits administration, staff training, and administrative services.
Major Responsibilities
Compliance: Ensuring that the Kenya and Somalia programs policies & procedures are in compliance with applicable IRC policies, funding sources & government policies, procedures and requirements. Specifically: • Update and maintain in-country policies as required by IRC to support effective personnel management and administrative services. • Regularly review personnel policies and human resource systems and procedures in accordance with IRC and Government of Kenya laws/regulations. Ensure compliance with policies through systematic and random verifications of policy implementation and personnel records • Provide consistent and constructive support to other operational departments to ensure compliance to policies and procedure. • Effectively communicate all relevant compliance issues during program design / development and Grant Opening & Closing Meetings, or as encountered.
Training & Outreach: Leads and develops the IRC Kenya and Somalia Human Resources efforts by ensuring staff understand and apply HR best practices and IRC policy, and engaging staff to foster and implement a creative and productive workplace that actively promotes learning and staff development. Specifically: • Identify appropriate training opportunities, both internal and external and formal and informal. to enable all IRC staff to broaden and develop their professional skills.- • Actively transfer expertise in HR and Administration functions to field sites through internally developed training programs. • Participate in regularly scheduled meetings to enhance and develop integrated operations support to program activities. • Develop and maintains an effective orientation package, and ensure new staff members are appropriately orientated in a timely manner.
Staff Management: Directly manage Kenya and Somalia HR/Admin activities and staff while provide ongoing support and technical direction for field-based staff responsible for HR functions.
Specifically: • Ensure that the HR/Admin department is structured according to a current and approved organizational chart and based off of updated JDs that clearly define the functions and responsibilities of each position. • Mentor and work with the HR-admin staff to develop technical and managerial skills to assume greater responsibility.Technical Management & Systems: Efficient & effective human resource and administrative management systems support the design and implementation of quality programming without compromising compliance. Specifically: • Meets monthly with senior program management staff, and travels regularly to field locations to review and assess human resource needs, issues and plans, • Responsible for developing and implementing pro-active recruitment procedures to identify and attract high-caliber personnel interested in IRCs mission and programs; including development and maintenance of talent roster. • Coordinates orientation of new staff consistent with IRC personnel procedures, including IRC Connect, the IRC Way: Standards for Professional Conduct, IRC Kenya/Somalia HR policies, and other relevant standards and procedures. • Serves as focal point for all IRC HR and personnel procedures and advises the senior management team on ongoing staffing concerns.
REQUIREMENTS • Fully qualified professional with a minimum 5-year track record in achieving strong results related to human resources generally and staff development specifically • Strong managerial skills and ability to motivate and inspire team to achieve superior standard in all aspects of human resource management. • Previous overseas experience in conflict and/or post conflict environments, with the UN and/or NGOs preferred; • Computer proficiency in Word, Excel, PowerPoint, Access and computerized payroll systems; • Resilience, record of performance in high-pressure work environments and ability to problem solve without immediate supervision. • Experience working in a multicultural environment • Must demonstrate flexibility, and ability to readily adapt to changing requirements and environments; • Experience in training and capacity building; • Excellent Swahili and English oral and written skills a must.
