Intermon Oxfam is looking to fill the position of Food Security & Livelihood Manager based in Addis for its emergency response in Liben/Afder Zone (wash and food security) in southeastern Ethiopia to face the famine/humanitarian catastrophe due to the drought and food situation.
Key Responsibilities
*General
- Participation into the analysis of the humanitarian needs with the team. Exploratory Missions and formulation of proposals.
- Review and re-orientation if necessary of the Food Security and Livelihood IO strategies in the region.
- Reinforcement of the FSL technical capacities of the IO team of the projects or the identified local partners
- Provide the technical support to the FSL Risk Management .
- Monthly draft reports and other necessary reports on the development of the activities of the FSL projects.
- Briefings the new staff on all the technical subjects related to FSL projects.
- Implementing and follow the procedures and logistical and financial controls.
- Preparation of the FSL proposals for the donors (narrative and budget) for FSL the projects.
- Support to the logistical department to develop a local providers and adjudicators database related to the FSL activities.
- Support the coordination team together with the other departments.
- Coordination with the other present institutions and with the national and international authorities of the activities of FSL
- Representing Intermon Oxfam during the FSL humanitarian coordination meetings .
*Food Security and Livelihood Programs
- Participation for the preparation, planning and implementation of the existent SA and livelihood project #s activities
- Support and supervision of the planning and development of the FSL activities in the field, making the technical recommendations and supervising its implementation.
- Ensure the quality of the FSL projects
- Supervise the quality of the materials and equipments bought for the implementation of the FSL projects.
- Reinforce the coordination between the FSL departments in the field with the logistic and finances departments.
- Support FSL Projects budget follow-up.
- Facilitate and support the monitoring and evaluations of the FSL activities with proper indicators, measured and correctly used
Experience and Skills
- 5 years professional experience in the field with international NGO for food security, livelihood and veterinary programs.
- Previous experience in cash transfer and livestock interventions (de-stocking/re-stocking and veterinary health).
- Experience in project cycle
- Knowledge of the sustainable livelihoods approach.
- Master degree in veterinary, agronomy, rural development or similar. Complementary training in humanitarian action desirable. -English fluent (spoken and written). Desirable: Amharic and Somali
- IT: knowledge at user#s level, good knowledge of Microsoft Officer (Word, Excel). Experience with database, data analysis software (Access, Sphinx, SPSS or advanced Excel features) and GIS software (ArcView, MapInfo, QGIS) will be considered as an added value.
- Initiative : Disposal / learning capacity.
- Experience in team management
- Team-working (with the sanitation team, with the local personnel, with local partners).
- Proven capacities of coordination with donors and other humanitarian agencies.
- Previous experience with OI affiliates is a plus.
- Organizing and planning abilities
- Able to manage a Human Resources team.
Working Conditions
Contract of employment: Initial contract of 6 months Salary: According to the Intermón Oxfam's country salary scale + per diem Social benefits: Medical, life and accident insurance provided by the institution Holidays: According to the working calendar 27 working days per year 2011 Working place: Addis. Regular travels to the projects are necessary. Incorporation date: End July 2011
