Division Context | |
Administrative Services Division’s mission is to support IFAD in achieving its objectives by providing efficient, effective and innovative customer-oriented services in a safe, secure and functional working environment. IFAD’s Facility Management Team is responsible for providing a safe and efficient workplace for IFAD staff and visitors, and ensuring that the space, furnishings, building systems and equipment are conducive to a functional working environment. | |
Duties and Responsibilities | |
Under the direct supervision of the Facility Manager, the incumbent will be responsible for the management of technical and architectural aspects of IFAD’s facilities, to ensure a safe and well-functioning environment. In specific, the incumbent will be responsible for the following duties: • Prepare and approve programmes of work for cyclic maintenance works, coordinate and supervise the execution of maintenance works and services performed by external contractors at Headquarters buildings; monitor performance of technicians, both external contractors and staff. • Analyse and report on technical issues and provide advice on their resolution, ensuring that repair works are performed according to standards and schedule. • Support the facility manager in identifying major facilities projects (construction, renovation, modernisation and standardisation), in setting priorities and obtaining relevant budget funding. • The incumbent will review and implement ADM projects related to design, construction, repair of buildings and other related systems structures and activities, applying commonly used architectural calculations, practices and precedents. • Draft and participate in the drafting of technical specifications for construction projects and projects related to the infrastructure of facilities (i.e. heating, air-conditioning, plumbing, electrical installations, fire detection and alarm systems, building automation systems, security systems, etc.); participate in the review and evaluation of suppliers’ technical offers. • Monitor energy consumption and promote actions aimed at achieving energy savings and reducing environmental pollution. • Manage the realisation of facilities projects, plan the works, prepare plans, monitor the performance and schedule of external contractors and staff involved in the projects, certify the quality and quantity of materials and services received and the payments of related contractual invoices. • Participate in the development of systems and procedures for the monitoring of technical/economical/quality performance of contractors. • Develop methods for preventive maintenance through routine and continuing inspections and systematic tests of installations; promote efficiency and achieve cost maintenance measures. • Research and study the application of new technologies select new equipment and materials and develop activities in order to achieve cost and efficiency savings. • Perform other related duties as required. | |
Education and Experience | |
• University Degree in Electrical or Mechanical Engineering or related area or an equivalent professional qualification from a recognized Institute of Engineers. • Minimum of three years of relevant post-qualification experience as an engineer, with particular experience in maintenance and upkeep of large office or commercial facilities. In particular, theoretical and working experience in several of the following fields: heating, air-conditioning, sanitary, plumbing, electrical installations, fire detection and alarm systems, building automation systems, security installations, energy management, project management and management of contractors and staff. • Knowledge of European and/or International Technical and Safety laws and regulations • Good understanding of the local market practices regarding contracting and procurement of technical support services in areas of interest would be an asset; | |
