IFAD’s headquarters is in Rome, Italy, and is present in more than 80 countries to develop and finance programmes and projects aimed at increasing agricultural productivity and incomes. | | Division Context | | Administrative Services Division’s mission is to support IFAD in achieving its objectives by providing efficient, effective and innovative customer-oriented services in a safe, secure and functional working environment. IFAD’s Procurement Team is responsible for providing successful and timely procurement of goods and services adhering to applicable IFAD procurement principles and guidelines. | | Duties and Responsibilities | | Under the general supervision of the Director, Administrative Services Division and the direct supervision of the Procurement Officer, the incumbent will be responsible for all aspects of procurement and contracting transactions. The incumbent will work in close coordination with the Office of the General Counsel on all legal matters and with the internal client divisions/units in HQ in developing contracts, technical specifications or scope of work factoring in the sustainability criteria as required, in processing purchasing requests and where necessary, negotiating with the suppliers. In specific, she/he will:
• Plan and carry out procurement actions involving analysis of variety of contracting issues and identification of potential courses of action. • Advise the internal client divisions/units on procurement rules, procedures, regulations and on drafting technical specifications and supplier KPIs on contracts. • Develop new contracts in support to competitive bidding processes • Maintain professional relations with internal client divisions/units, other UN procurement offices, suppliers, representatives and officials of trade associations and industrial firms. • Liaise with Counsels from the Office of General Counsel and suppliers on legal issues related to the preparation of new contracts. • Participate in negotiations with senior representatives of suppliers. • Sign purchase orders/ contracts up to the authorised value. • Support the Secretary of the Contracts Review Committee (CRC) in the planning and organizing of CRC meetings including preparation and delivery of relevant documentation and in drafting the meeting minutes. • Oversee and monitor adherence to contractual agreements; recommend contract amendments and extensions; advise affected parties on contractual rights and obligations • Analyse and evaluate vendor performance in terms of quality, price, delivery time and equipment with respect to organization’s requirements • Supervise the procurement assistants in the maintenance of information in the contracts databases • Guide and, if required, supervise the work of procurement assistants. • Perform other related duties as required. | | Education and Experience | | • University degree in business administration, economics, law or related field. A relevant advanced degree would be an asset. • At least three years of relevant post-qualification experience in the area of procurement and contracting in international organization(s) and/or the private sector. • Good knowledge of international procurement principles and best practices. | | Tech/Functional Competencies | | • Planner and organizer - demonstrated initiative, high sense of responsibility and ability to plan, organize and meet deadlines. • Strong analytical ability and effective problem-solving skills - ability to review and evaluate proposals and formulate recommendations; ability to solve problems quickly and tactfully • Client-oriented service provider - empathetic and innovative who cultivates an environment of trust, collaboration and motivation with partners. • Team builder/ team worker - Ability to work in and build successful teams and establish harmonious working relationships in a multi-cultural setting | | Communication | | • Excellent written and verbal communication skills in English; Ability to write clear and concise documentation at any level of detail required. • Working knowledge of another IFAD official language (Arabic, French or Spanish) and/or Italian would be an asset. | | Other Information | | Applicants should note that IFAD staff members are international civil servants subject to the authority of the President of IFAD, and they may be assigned by him/her to any of the activities of IFAD, including field assignments and/or rotation within IFAD.
