EMERGENCY FOOD & NUTRITION SUPPORT PROJECT MANAGER SOMALIA (BASED IN HARGEISA SOMALIAND) REF CON/SA/EPM

Job Title: Emergency Food & Nutrition Support Project Manager (DFID funded) Reports to: Country Director Job Location: Hargeisa with significant travel when necessary to Mogadishu and/or Nairobi
Contract Details: Grade B, 8 Month contract with possibility of extension to 1 year, Unaccompanied

Job Purpose:
Reporting initially to the Country Director, the purpose of the Programme Manager role is to ensure the effective design, implementation and monitoring/evaluation of emergency food distribution by means of food vouchers and other methods in Concern’s working areas in south-central Somalia.

Main duties & Responsibilities
Programme: •To provide day to day management to Concern Worldwide’ Dfid-funded emergency response programme in Somalia •To ensure that the programme is implemented in accordance with set objective and timelines and in accordance with Concern and Dfid guidelines and standards •To ensure that programme implementation plans are developed on a regular basis and agreed with staff provide support to implement the plans •In conjunction with other team members plan and organise large scale cash/food voucher distributions •To provide management support and to effective liaison with emergency nutrition staff who oversee a nutrition component of the Dfid programme. •Ensure accountability and quality standards are applied to the programme at all stages •To ensure that DRR and other mainstreaming priorities are considered and effectively mainstreamed into all stages of the programme •To undertake rapid assessment and contextual analysis as appropriate and to develop subsequent emergency or rehabilitation phase of current emergency interventions. •Design and oversee the implementation of an effective monitoring and evaluation system •In conjunction with the Emergency Coordinator and the CD, plan for programme review and evaluations as necessary and as laid out in the programme proposal. •Practical experience of protection issues.

Logistics/Systems •To liaise with logistics; ensuring adequate planning and communication to ensure programme support is provided to the programme in a coordinated, efficient and timely manner. •To ensure that the programme budgets are managed effectively and are in line with projected expenditure and budget plans •To monitor programme expenditure and liaise with finance on the allocation of monies to donor •Ensuring personal safety and contributing to the overall safety and security of the staff by adhering to security protocols, sharing information and considering advice and recommendations from CD and other colleagues

Management •Promoting best practice in the management of staff; adhering to staff manuals, codes of conduct and other relative standards as appropriate •Provide support to staff in capacity building and mentoring as appropriate. •Manage a multi-disciplinary multi-cultural team in a sensitive way. •Provide training and support to staff on cash voucher/food distributions and in other areas as necessary.

Donor (liaising/reporting /documentation) •To ensure that all stages and activities of the programme are well documented and disseminated as appropriate •With overall reporting responsibility, liaise with the PSO and other relevant staff in ensuring that all donor reporting requirement are met in a timely manner and to a high standard •Represent Concern to local authorities donors or other INGO’s as requested and necessary in the utmost of sensitivity drawing on communication skills diplomacy skills

Other •As a staff member of Concern Worldwide the Programme Manager is expected to be flexible and respond to the requests from the Country Director to take on responsibilities that are not outlined in this current Job Description, given the situation •To uphold the values of the organisation as it relates to mission and vision and ensure the highest standards of behaviour

Person specification: Essential: •With excellent management and communication skills, the successful candidate will have extensive experience in large scale humanitarian responses that includes programme design, needs assessment, proposal preparation with a demonstrated experience in field–based responses including distributions of NFI’s, food and preferably through Cash or Food Voucher mechanisms. Extensive experience in monitoring and evaluation systems and procedures are essential along with market survey and analysis skills. Experience of managing Dfid grants is highly desirable along with knowledge of the current situation in Somalia. •Educated to Degree level in Development or a related discipline. •5 years overseas experience •At least 2 years experience of managing/directing large scale emergency responses that include distributions, preferably food using a cash voucher approach •Demonstrated experience and knowledge of monitoring markets and conducting market analysis •Significant experience of implementing systems in an emergency context including logistics, budget and staff management •Experience of conducting rapid assessments
•Experience of organising, planning and implementing large scale distributions (preferably food) •Exposure and involvement in nutrition programming •Good negotiation and diplomacy skills. •Demonstrated ability to provide effective management support to teams from a distance. •Ability and experience to work in insecure and/or isolated environments •Significant monitoring and evaluation experience •Practical experience of mainstreaming DRR, equality (especially Gender) and HIV&Aids •Experience of managing a large multidisciplinary team •Knowledge of or familiarity with standards of accountability and quality such sa the HAP standard and SPHERE •Demonstrated Flexibility and a flexible, hard-working team player

Desirable •Masters in Development or a related field (Humanitarian assistance) •Experience in the region •Experience of managing a Dfid grant •Experience with Concern •Knowledge of/exposure to humanitarian issues in Somalia (is a distinct advantage)
