Founded in 1933, the IRC responds to the world’s worst humanitarian crises and helps the affected people to survive and rebuild their lives. When an emergency arises, the IRC’s Emergency Response Team arrives on the scene within 72 hours with urgently needed supplies and expertise that protect people caught in the midst of chaos. Environmental Health (EH) activities are a core component of IRC emergency responses and are supported by the Environmental Health Team of the Health Unit, which is responsible for ensuring the quality of IRC’s global Environmental Health programs.
SCOPE: The Emergency Environmental Health Coordinator will lead the Environmental Health component of IRC’s emergency responses. The Emergency Environmental Health Coordinator will be home-based but will be deployed in the field, either in an emergency or roving capacity, for up to 75% of the time (9 months a year) and must be able to deploy to the site of an emergency within 72 hours of notification. S/he will report to the Technical Advisor for Environmental Health and will be a member of the Environmental Health Team of the Health Unit. During emergency deployments, the Emergency Environmental Health Coordinator will work under the direction of IRC’s Emergency Response Team.
Members of the Emergency Response Team are deployed to either support existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to identify and assess needs, local capacities, and any gaps in assistance to the affected population; design and implement projects based on those findings; establish an effective working and living environment for IRC staff; and train/handover to permanent staff as necessary. S/he will also represent IRC in the Global WASH Cluster.
RESPONSIBILITIES: Emergency Preparedness: • Work with country programs to develop emergency preparedness and response in selected IRC countries; • Lead the development of strategies, guidelines and tools related to emergency EH response; • Contribute to the continual development of appropriate and cost-effective EH contingency stocks, revising the stocklist in accordance with lessons learned in the field and monitoring replenishment.. Emergency Response: • Be prepared to be deployed within 72 hours; emergency deployments take precedence over other duties; • Design and lead assessments of the EH needs of the affected population; • Design the IRC’s EH response strategy; • Lead the implementation of that strategy, including recruitment and management of international and national IRC staff; • Lead the development of EH proposals and the EH component of integrated proposals; • Collaborate with other technical leads to ensure an efficient and coordinated response; • Prepare timely orders for purchase of key emergency response items or deployment of items contained in contingency stocks; • Represent the IRC on EH issues in the host country with national and international partners, and on national/local WASH Cluster forums; • Set up monitoring systems in collaboration with the affected community to identify gaps in emergency responses; • Provide regular reports as agreed with the Emergency Coordinator and the Technical Advisor for Environmental Health; submit appropriate handover notes upon completion of the assignment; • Ensure that cross-cutting issues are integrated into emergency responses • Perform other tasks as needed to ensure an efficient emergency response. Other duties when not on emergency deployment: • Contribute to the design and implementation of emergency components of the Health Unit strategic plan; • Ensure that EH/Health Unit initiatives consistently reflect the IRC’s needs in emergency response, and the lessons learned in past responses; • Ensure that EH/Health Unit priority tools and guidelines are implemented in emergency responses as appropriate; • Represent the IRC to the global WASH cluster and international forums; • Provide technical support to IRC emergency and non-emergency EH programs, as requested; • Provide on-site support to field health programs as needed, including standing in for in-country EH coordinators • Contribute significantly to team meetings, workshops, and research initiatives.
REQUIREMENTS: • University degree in engineering, hydrology, environmental health or a related subject; Masters’ level education strongly prefered; • At least 5 years experience in emergency and relief work; • Experience living in insecure or otherwise difficult settings; • Proven ability to work in a team, be flexible, solve problems, manage people, organize self and others, and communicate well; • Demonstrated ability to develop strong relationships with donors and other partners; • Proven writing and editing skills; • Excellent Computer skills: MS Word, Excel, AutoCAD and GIS; • Fluency in English; French highly desirable; • Ability to be deployed up to 75% of the time.
