Deputy Director

SCOPE OF WORK The Deputy Director for Haut Katanga/Kolwezi is responsible for the management of the Lubumbashi and Kolwezi field offices, 3 antenna offices within the province and has oversight of all field activities in the districts of Haut Katanga and Kolwezi in the Katanga Province. The DD is a key position in the Provincial Senior Management Team.

IRC in Haut Katanga and Kolwezi implements programs in health, education, child protection and community-driven reconstruction (CDR). The DD is responsible for the implementation of quality programs in the 2 districts and the management of quality core support services: security, administration, human resources, logistics and finance. The DD in coordination with the Provincial Director is responsible for maintaining excellent working relations with partner and counter-part agencies in the province, including local representatives of the DRC government as well as active participation in UN and INGO coordination fora. In addition, the DD will be responsible for ensuring that appropriate support is given to national and provincial staff based in Lubumbashi. Under the direct supervision of the Katanga Provincial Director and in coordination with the provincial support team, the Deputy Director for Haut Katanga/Kolwezi will provide leadership and coordination to project implementation, associated support services, human resource management and will play a key role in all planning and fundraising efforts for the IRC programs in the Katanga Province.

This position reports to the Katanga Provincial Director and manages a staff of 4 international and about 180 national staff.

Responsibilities:

• Coordination - Ensure the direct supervision and solid integration of support services (finance, logistics, administration and human resources). Create and maintain a service-oriented and results-based culture in the support services department in support of IRC programs and operations. Implement required standards, systems and processes in the support services department and provide feedback aimed and improving support.. • Program Implementation and Quality Assurance – Provide leadership and direct oversight to program and operation staff charged with implementing programs in the districts of Haut Katanga and Kolwezi. Ensure that all IRC projects are implemented in a timely and professional manner. Work in collaboration with the Katanga PD, the Tanganyika DD, the provincial support team and IRC-DRC HQ to assure appropriate program management tools, budget and program monitoring and evaluation systems and processes are maintained to increase quality and program appropriateness over time. • Efficiency and Accountability within Support Services – Continually strive to increase efficiency and accountability within the provision of operations and financial support services through a focus on training, policy compliance monitoring, work flow and process analysis. Collaborate with the provincial support team to harmonize procedures and maximize efficiency and accountability within all aspects of support service delivery. • Human Resources and Administration – Supervise the Lubumbashi administration team and ensure administrative procedures are efficient and implemented according to IRC DRC policies. Coordinate the recruitment of all national staff based in area of responsibility, ensuring that mobilizing orientation is made available in the short term, as well as long-term performance management support and empowerment. Working in collaboration with the Provincial HR Advisor and the HR department in Kinshasa, develop a development strategy for staff that will allow them to perform to their potential. Promote professional working relationships and resolve staff conflicts and concerns in a timely manner. • Security Management – Assume overall responsibility for the security and safety of program staff and assets within the area of responsibility in coordination of the provincial security focal point. Ensure compliance with IRC safety and security policies among all staff working in Haut Katanga and Kolwezi. • Representation, Coordination and Planning – Represent the IRC within UN/NGO coordination fora, and with government counterparts and donors as required, in coordination with the Katanga PD – maintaining positive and productive working relationships with key external partners and counterparts. Assist the Katanga PD in strategic planning and fundraising processes for all programs based in Haut Katanga, Kolwezi and other new potential districts. • Senior Management Team Engagement – participate actively in Katanga’s SMT meetings and in rolling out initiatives that are developed at senior level for implementation in Katanga. Assume Provincial Director or other responsibilities as required, on an acting basis.

REQUIREMENTS • Graduate degree in international development, business administration or equivalent • At least 8 years of progressive international program or operations management experience, leading program implementation and support services. • Knowledge of and experience in working with and coordinating with international and national partner organizations.
• Ability to live and productively work in potentially insecure, unstable and/or harsh environments. • Excellent program management, project planning, budget management and organizational, interpersonal, and communication skills. • Must be able to work independently while being a strong team player with proven management and leadership skills. • Excellent written and oral communication skills in French and English.

Specific Security Situation/Housing : The Deputy Director will be based in Lubumbashi. Lubumbashi is usually quiet and relatively safe. Petty crime is present but expatriates can normally move around without harassment or danger. English and French speaking international schools are available. Individual housing is provided to staff with dependents. This is an accompanied position.
