IRC Conflict Technical Expert (s) in East Africa

Since its inception in 1933, the International Rescue Committee (IRC) has been a global leader in emergency response and providing durable solutions for conflict- and crisis-affected populations. For decades the IRC has worked in some of the most challenging regions and environments in the world and in East Africa.
The International Rescue Committee (IRC) is seeking technical experts for an anticipated East Africa regional Conflict Management program. We will need short and long-term experts, both for program staff positions and/or consultancies, for key technical areas including: • Capacity building of key institutions responsible for conflict mitigation in the East Africa region, including: o Regional institutions and bodies: in particular IGAD‘s conflict prevention program, the Conflict Early Warning and Response Mechanism (CEWARN) o Subnational governmental authorities o Civil society organizations and networks • Training on key technical areas including: conflict theory and practice; trauma; culture and its relation to conflict; understanding cross-border governance systems; conflict sensitive development; conflict dynamics and conflict analysis; options for mitigating conflict; approaches to peacebuilding and building capacity of community based organizations. • Working with women, youth and marginalized communities and individuals to increase their engagement in peacebuilding processes. • Supporting local traditional structures to serve as peacebuilders and conflict responders. • Peace Dividends: implementation of jointly managed cross-border projects that help heal community identified conflict issues. • Knowledge management and monitoring and evaluation of conflict management activities and programs. • Legal and policy frameworks for conflict management. • Supporting local networks and their engagement with national and regional bodies on conflict resolution efforts. • Establish/strengthen cross-border local government conflict management and coordination mechanisms.
In addition to demonstrated expertise in one or more of the above technical areas, successful applicants will have understanding of the drivers of violent conflict, including experience implementing and managing complex conflict management programs, either a) in the East Africa region and/or b) in challenging cross-border contexts. Successful applicants will also have demonstrated skills and experience in developing, facilitating and delivering trainings; the ability to conduct field visits to rural communities in remote project sites, and the ability to work constructively under challenging conditions and in difficult environments.
